20. The Committee further recommended that Member States considering a multi-year payment plan should submit the plan to the Secretary-General for the information of other Member States and should be encouraged to consult the Secretariat for advice in its preparation.

Capacity to pay was the main criterion in the establishment of the scale and every State had an obligation to honour its financial commitments to the Organization in full, on time and without conditions. A multi-year payment plan could help both to reduce the number of Member States falling under Article 19 of the Charter and to improve the Organization's financial situation.

31. The Committee noted that four of the Member States requesting exemption under Article 19 had presented multi-year payment plans for the payment of their arrears, and it encouraged all Member States requesting an exemption under Article 19 to consider presenting a payment plan if they are in a position to do so, taking into account the recommendations in paragraphs 17 to 23 above.
31 - ولاحظت اللجنة أن أربعا من الدول الأعضاء التي طلبت الاستثناء بموجب المادة 19 كانت قد قدمت خططا للتسديد متعددة السنوات لتسديد متأخراتها، وشجعت جميع الدول الأعضاء الطالبة للاستثناء بموجب المادة 19 على أن تنظر في تقديم خطة للتسديد إذا كانت في وضع يمكنها من ذلك، واضعة في اعتبارها التوصيات من 17 إلى 23 الواردة أعلاه.

Consequently, it would be quite appropriate for the General Assembly to decide that States which seek the suspension in their cases of penalties for non-payment of assessed contributions should demonstrate their commitment to eliminate their arrears by submitting, in consultation with the Secretariat and through the Committee on Contributions to the Assembly for its approval, multi-year payment plans.
