Chapter IV of the Charter authorizes the General Assembly to consider the " principles of co-operation in the maintenance of international peace and security " brought before it by a Member State, the Security Council or a State that is not a Member of the United Nations and to make recommendations regarding such principles to Member States and/or to the Security Council.
