15- أما عن الخطوات المتخذة لإجراء تقييم دوري للتقدم المحرز في تنفيذ الاتفاقية فتتم بالطرق الآتية:

1324. The Committee encourages the State party to establish a statutory, independent national commission for children with the mandate of, inter alia, regularly monitoring and evaluating progress in the implementation of the Convention.
1324- وتشجع اللجنة الدولة الطرف على إنشاء لجنة وطنية نظامية مستقلة معنية بشؤون الأطفال تشمل ولايتها، في جملة أمور، الرصد والتقييم المنتظمين للتقدم المحرز في تنفيذ الاتفاقية.

283. The Committee emphasizes the importance of setting up an independent mechanism with the mandate of regularly monitoring and evaluating progress in the implementation of the Convention at the national and local levels.
283- وتؤكد اللجنة أهمية إنشاء آلية مستقلة توكل إليها ولاية الرصد والتقييم المنتظمين للتقدم المحرز في تنفيذ الاتفاقية على المستويين الوطني والمحلي.

20. Noting the decree establishing a National Human Rights Committee, the Committee emphasizes the importance of setting up an independent mechanism with the mandate of regularly monitoring and evaluating progress in the implementation of the Convention at the national and local levels.
20- إذ تلاحظ اللجنة مرسوم إنشاء لجنة وطنية لحقوق الإنسان، تشدد على أهمية إنشاء آلية مستقلة تكون ولايتها إجراء رصد وتقييم منتظمين للتقدم المحرز في تنفيذ الاتفاقية على الصعيدين الوطني والمحلي.

While welcoming the fact that human rights associations have the right to submit cases to the Constitutional Council, the Committee emphasizes the importance of setting up an independent mechanism with a mandate to regularly monitor and evaluate progress in the implementation of the Convention at the local and national levels.
ولئن كانت اللجنة ترحب بأن رابطات حقوق الإنسان لها الحق في تقديم قضايا إلى المجلس الدستوري، فإن اللجنة تشدد على أهمية إنشاء آلية مستقلة تشمل ولايتها الرصد والتقييم المنتظمين للتقدم المحرز في تنفيذ الاتفاقية على الصعيدين المحلي والوطني.

308. While noting the appointment of the Commissioner for Human Rights of the Supreme Council of Ukraine, the Committee remains concerned that the mandate of the Commissioner does not provide for the regular monitoring and evaluation of progress in the implementation of the Convention.
308- إن اللجنة إذ تلاحظ تعيين مفوض لحقوق الإنسان في المجلس الأعلى لأوكرانيا لا تزال قلقة لأن الولاية المنوطة بالمفوض لا تنص على إجراء رصد وتقييم منتظم للتقدم المحرز في تنفيذ الاتفاقية.

166- تحيط اللجنة علماً بالمرسوم الذي يقرر إنشاء لجنة وطنية لحقوق الإنسان، فتؤكد على أهمية إنشاء آلية مستقلة تكلف بولاية الرصد والتقييم المتظلمين للتقدم المحرز في تنفيذ الاتفاقية على الصعيدين الوطني والمحلي.

23. The purpose of the programme and project sheets is to share an adequate level of information to enable a better appreciation of the financial, technical and institutional resources employed, a more accurate quantification of investment flows, and an objective review of progress in the implementation of the Convention and The Strategy.
23- والغرض من ورقات البرامج والمشاريع هو تقاسم قدر كاف من المعلومات للتمكن من تكوين صورة أفضل عن الموارد المستخدمة، المالية منها والتقنية والمؤسسية، وتحديد كمية تدفقات الاستثمار بصورة أدق، وإجراء استعراض موضوعي للتقدم المحرز في تنفيذ الاتفاقية والاستراتيجية.

30. In its concluding observations on the initial report of Qatar, the Committee on the Rights of the Child refers to " the absence of an independent mechanism with a mandate to monitor and evaluate regularly progress in the implementation of the Convention and to receive and address complaints " .
30- أشارت لجنة حقوق الطفل التابعة للأمم المتحدة في ملاحظاتها الختامية على تقرير دولة قطر الأولي إلى " انعدام آلية مستقلة تُسند إليها ولاية الرصد والتقييم المنتظمين للتقدم المحرز في تنفيذ الاتفاقية وتلقي الشكاوى ومعالجتها " .

358. The Committee welcomes the regular evaluations of the progress achieved in implementing the Convention.
