It was suggested that a more objective wording should be used and the following text was proposed as an alternative, based upon a draft directive of the European Parliament and Council on a common framework for electronic signatures:

It has also proposed a Directive on a common framework for electronic signatures (COM(1998)297/2).

The report will also consider whether the legal and institutional framework in OECD Member Countries are implementing an existing international or transnational framework (for example, the European Directive 1999/93/EC on a Community Framework for electronic signatures and the UNCITRAL Model Law on Electronic Signatures).
وسينظر التقرير أيضا فيما إذا كانت الأطر القانونية والمؤسسية القائمة في البلدان الأعضاء في المنظمة تنفذ إطارا دوليا أو عبر وطني قائما حاليا (مثل الايعاز الأوروبي 1999/93/EC المتعلق بإطار الجماعة الأوروبية للتوقيعات الالكترونية وقانون الأونسيترال النموذجي بشأن التوقيعات الالكترونية).

The Working Group had before it the following documents: provisional agenda (A/CN.9/WG.IV/WP.85); note by the Secretariat containing draft uniform rules on Electronic Signatures (A/CN.9/WG.IV/WP.84); and two notes by the Secretariat containing the draft guide to enactment of the uniform rules (A/CN.9/WG.IV/WP.86 and A/CN.9/WG.IV/WP.86/Add.1).

The current formulation of paragraph (3) had the practical advantage of obviating the need for a reliability test in respect of specific signatures, when the enacting State was satisfied that the law of the jurisdiction from which the signature originated provided an adequate standard of reliability for electronic signatures.
والصياغة الراهنة للفقرة (3) تفيد عمليا في تجنب الحاجة الى اختبار موثوقية توقيعات محددة، عندما تكون الدولة المشترعة مقتنعة بكون قانون الولاية القضائية التي أنشئ فيها التوقيع يوفر معيارا كافيا من الموثوقية للتوقيعات الالكترونية.
