• Part XI

The Authority is entrusted with the responsibility of processing applications for approval of plans of work for exploration in accordance with Part XI of the Convention and the Implementing Agreement.
وقد أنيطت بها مسؤولية دراسة طلبات الموافقة على خطط عمل الاستكشاف وفقا للجزء الحادي عشر من الاتفاقية واتفاق التنفيذ.

(i) Processing of applications for approval of plans of work for exploration in accordance with Part XI and the Implementing Agreement;

Such an approved plan of work shall be in the form of a contract concluded between the Authority and the registered pioneer investor in accordance with Part XI and this Agreement.

Within a relatively short time since the successful conclusion of the Part XI Agreement, indications are that the Convention will soon represent one of the most widely ratified instruments ever developed by the international community.

Another factor that has a negative impact on the full implementation of Part XI of the Convention has to do with the difficulties encountered in the establishment of the outer limits of the continental shelf as provided for in article 76 of the Convention.

Another factor having a negative impact on the full implementation of Part XI of the Convention is the difficulty encountered in the establishment of the outer limits of the continental shelf, as provided for in article 76 of the Convention.
وثمة عامل آخر له تأثير سلبي على التنفيذ الكامل للجزء الحادي عشر من الاتفاقية هو الصعوبة التي يواجهها إقرار الحدود الخارجية للجرف القاري، حسبما تنص عليه المادة 76 من الاتفاقية.

With respect to the establishment of protected marine areas, it must be taken into account that beyond the powers of the International Seabed Authority, regarding the area in accordance with Part XI of the Convention, in particular article 145, it has not yet been determined which entity would be authorized to establish protected marine areas beyond national jurisdiction.

In addition, the Office of Legal Affairs will carry out in-depth research and analysis on specific topics related to the Authority's responsibilities under the Convention and the Agreement, and prepare a series of studies of the legislative history of Part XI of the Convention to supplement the work carried out by the Division for Ocean Affairs and the Law of the Sea prior to the establishment of the Authority.
