They called for the full, timely and effective implementation of the Almaty Programme of Action as presented in the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action,
ودعوا إلى التنفيذ التام والفعال وفي الوقت المناسب لبرنامج عمل ألماتي على النحو الوارد في إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي،

They therefore reaffirm the need to urgently address the special development needs of and challenges faced by the landlocked and transit developing countries through the full, timely and effective implementation of the Almaty Programme of Action, as contained in the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action.
ويؤكدون بناء على ذلك الضرورة الملحّة لتلبية الاحتياجات الإنمائية الخاصة للبلدان النامية غير الساحلية وبلدان المرور العابر النامية وللتصدّي للتحدّيات التي تواجهها هذه البلدان، وذلك من خلال التنفيذ الكامل والفعال وفي الموعد المحدد لبرنامج عمل ألماتي على النحو الوارد في إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي.

16. The Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action (A/63/L.3) was a comprehensive, action-oriented resolution embodying an in-depth assessment of the severe economic and social limits imposed on landlocked developing countries by their geography.
16 - وقال إن إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي (A/63/L.3) هو قرار شامل وعملي التوجه يجسد تقييما متعمقا للقيود الاقتصادية والاجتماعية القاسية التي تفرضها على البلدان النامية غير الساحلية جغرافيتها.

Bilateral, subregional and regional cooperation is the sine qua non for establishing efficient transit transport systems and must be promoted on the basis of the mutual interests of both landlocked and transit developing countries, with the support of the international community, as reiterated by the declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action.
ويشكل التعاون الثنائي ودون الإقليمي والإقليمي شرطا لا غنى عنه لإنشاء نظم فعالة للنقل العابر ويجب تعزيزه على أساس المصالح المتبادلة لكل من البلدان غير الساحلية وبلدان المرور العابر النامية، بدعم من المجتمع الدولي، على نحو ما أكده من جديد إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي.

We call for the full, timely and effective implementation of the Almaty Programme of Action: Addressing the Special Needs of Landlocked Developing Countries within a New Global Framework for Transit Transport Cooperation for Landlocked and Transit Developing Countries, as reaffirmed in the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action.
وندعو إلى التنفيذ التام والفعال وفي الوقت المناسب لبرنامج عمل ألماتي: تلبية الاحتياجات الخاصة للبلدان النامية غير الساحلية ضمن إطار عالمي جديد للتعاون في مجال النقل العابر من أجل البلدان النامية غير الساحلية وبلدان المرور العابر النامية() على نحو ما أعيد تأكيده في إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي().

Recalling the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action, of 3 October 2008, which stressed that the higher cost of moving goods across borders for landlocked developing countries puts their products at a competitive disadvantage and that they continue to face challenges in their efforts to establish efficient transit transport systems,
