Since this is yet another attempt by Armenia to distort the true situation in the area, the Ministry of Foreign Affairs of the Azerbaijani Republic considers it imperative to point out the following:
ولما كان ذلك يمثل محاولة أخرى من جانب أرمينيا لتشويه الحالة الحقيقية في المنطقة، فإن وزارة الشؤون الخارجية للجمهورية اﻷذربيجانية ترى من الضروري أن تشير الى ما يلي:

The Central Electoral Commission of Azerbaijan states that the planned elections in the Nagorny Karabakh territory of the Azerbaijani Republic are unlawful, and their results will have no legal force.
وتعلن اللجنة المركزية للانتخابات بأذربيجان أن الانتخابات المزمع اجراؤها في أراضي ناغورني كاراباخ التابعة للجمهورية اﻷذربيجانية انتخابات غير مشروعة ولن يكون لنتائجها أي مفعول قانوني.

These false reports and statements are aimed at confusing the world community by concealing Armenia's expansionist policy aimed at annexing the territory of the Azerbaijani Republic.
وتهدف هذه التقارير والبيانات الزائفة إلى خلق البلبلة في المجتمع الدولي بطمس السياسة التوسعية ﻷرمينيا الرامية إلى ضم أراض تابعة للجمهورية اﻷذربيجانية.

According to information from the Ministry of Defence of the Azerbaijani Republic, it is evident that military units and arms of the armed forces of the 93-23807 (E) 260493 /... Republic of Armenia were moved into the Agdara district of the Azerbaijani Republic through the occupied Kelbajar region.
وطبقا للمعلومات التي لدى وزارة الدفاع في الجمهورية اﻷذربيجانية، من الواضح أن وحدات عسكرية وأسلحة من القوات المسلحة التابعة لجمهورية أرمينيا نقلت الى منطقة أغوارا التابعة للجمهورية اﻷذربيجانية من خلال منطقة كيلباجار المحتلة.

The Central Electoral Commission of Azerbaijan states that lawful State structures can be established in the Nagorny Karabakh region of the Azerbaijani Republic only after the decisive resolution of the conflict and the return of the Azerbaijani population which has been resettled to their places of permanent residence, and with their active participation.
وتعلن اللجنة المركزية للانتخابات بأذربيجان أنه لا يمكن إقامة الهياكل القانونية للدولة في منطقة ناغورني كاراباخ التابعة للجمهورية اﻷذربيجانية إلا بعد فض الصراع بصورة حاسمة وعودة السكان اﻷذربيجانيين الذين أعيد توطينهم إلى محال إقامتهم الدائمة، وذلك بمشاركة نشطة من جانبهم.

As is well known, there are plans for holding in the occupied territories of the Nagorny Karabakh region of the Azerbaijani Republic on 1 September 1997 new so-called " elections of the President of the Nagorny Karabakh region " .
توجد، كما هو معروف، خطط ﻹجراء ما يسمى " الانتخابات الجديدة لرئيس منطقة ناغورني كاراباخ " في ١ أيلول/سبتمبر ١٩٩٧، في اﻷرض المحتلة بمنطقة ناغورني كاراباخ التابعة للجمهورية اﻷذربيجانية.

6. As indicated in the document devoted to the general legal framework, article 19 of the Constitutional Act of the Azerbaijani Republic proclaims that all citizens of the Azerbaijani Republic are equal before the law.
٦- تنص المادة ١٩ من القانون الدستوري للجمهورية اﻷذربيجانية على أن جميع مواطني الجمهورية اﻷذربيجانية متساوون أمام القانون وذلك على النحو المشار إليه في الوثيقة المكرسة لﻹطار القانوني العام.

A decree declaring a state of emergency which is not confirmed by a decision of the National Assembly of the Azerbaijani Republic shall cease to have effect (art. 7).
ويصبح المرسوم الصادر ﻹعلان حالة الطوارئ عديم المفعول إن لم توافق عليه الجمعية الوطنية للجمهورية اﻷذربيجانية )المادة ٧(.

32. The question of amnesty is governed by article 104, paragraph 33, of the Constitution of Azerbaijan, which provides that the grant of amnesty to persons convicted by the courts of the Azerbaijani Republic shall be at the sole discretion of the National Assembly of the Azerbaijani Republic.
٣٢- وتعالج الفقرة ٣٣ من المادة ١٠٤ من الدستور اﻷذربيجاني مسألة العفو العام فتنص على أن منح العفو العام ﻷشخاص أدانتهم المحاكم أمر متروك لتقدير الجمعية الوطنية للجمهورية اﻷذربيجانية وحدها.

In violation of all standards of international law, the Armenian authorities have been carrying out " ethnic cleansing " in the occupied territory of the Azerbaijani Republic and have been resettling their own citizens there.
ودأبت السلطات اﻷرمنية منتهكة بذلك جميع قواعد القانون الدولي، على ممارسة " التطهير اﻹثني " في اﻷراضي المحتلة التابعة للجمهورية اﻷذربيجانية وعلى توطين رعاياها في هذه اﻷراضي.

On the occasion of my capture by the armed forces of the Azerbaijani Republic on 22 January 1994, during the invasion of the Kelbajar district of the Azerbaijani Republic, wish to make the following statement:

On 27 May 1994, units of the armed forces of the Republic of Armenia, forcing their way across the State frontier of the Azerbaijani Republic, suddenly attacked Azerbaijani army posts close to the village of Gyunnut, in the Sharur district of the Nakhichevan Autonomous Republic.

In particular, the leaders of Azerbaijan believe, on the basis of the concept of the Minsk process, that the Minsk Conference cannot begin its work until after the complete and unconditional withdrawal of the occupying forces from all the occupied territories of the Azerbaijani Republic.

One of the most heinous crimes against the Azerbaijani people was the brutal annihilation of hundreds of blameless inhabitants of the town of Khojaly, in the Nagorny Karabakh region of the Azerbaijani Republic, which was taken by Armenian troops on the night of 25/26 February 1992.
كانت اﻹبادة الوحشية لمئات اﻷبرياء من سكان مدينة خوجالي الواقعة في منطقة ناغورني كاراباخ التابعة للجمهورية اﻷذربيجانية التي احتلتها القوات اﻷرمينية في ليلة ٢٥/٢٦ شباط/فبراير ١٩٩٢، واحدة من أفظع الجرائم المرتكبة ضد الشعب اﻷذربيجاني.

The fact that these districts are situated at a very considerable distance from the Nagorny Karabakh region of the Azerbaijani Republic and on the immediate frontier with the Republic of Armenia is itself evidence that the aggression is being committed by the Republic of Armenia and not by anyone else.
إن وجـود هــذه المقاطعـات على مسافــة بعيـدة مـن منطقــة ناغورني - كاراباخ التابعة للجمهورية اﻷذربيجانية وعلى الحدود المباشرة مع جمهورية أرمينيا يشكل في حد ذاته ، دليلا على أن هذا الاعتداء ترتكبه جمهورية أرمينيا وليس سواها.

Tauz district, Azerbaijan. The Republic of Armenia is conducting aggressive combat operations in the Tauz district of Azerbaijan, which, like the Zangelan district, has no common border with the Nagorny Karabakh region of the Azerbaijani Republic, occupied by Armenia.
