1. The twenty-second session of the Special Committee on Preferences was held from 23 to 27 October 1995.

Chapter I covers the changes and improvements that have taken place in the various schemes since the twenty-first session of the Special Committee on Preferences.
ويتناول الفصل اﻷول التغييرات والتحسينات التي طرأت على مختلف المخططات منذ الدورة الحادية والعشرين للجنة الخاصة المعنية باﻷفضليات.

Although further sessional committees were not established, discussions continued on GSP rules of origin during the twentieth and twenty-first sessions of the Special Committee on Preferences.
ولو أنه لم يتم إنشاء أية لجان أخرى للدورة إلا أن المناقشات تواصلت بشأن قواعد المنشأ في إطار نظام اﻷفضليات المعمم أثناء الدورتين العشرين والحادية والعشرين للجنة الخاصة المعنية باﻷفضليات.

During the twenty-first session of the Special Committee on Preferences, intensive discussions took place on possible ways and means to proceed towards harmonization, simplification and improvement of the GSP rules of origin.
٧- وأثناء الدورة الحادية والعشرين للجنة الخاصة المعنية باﻷفضليات أُجريت مناقشات مكثفة حول السبل والوسائل الممكنة للمضي قُدماً في مواءمة قواعد المنشأ في إطار نظام اﻷفضليات المعمم وتبسيطها وتحسينها.

The twenty-second session of the Special Committee on Preferences was held from 23 to 27 October 1995.
عُقدت الدورة الثانية والعشرون للجنة الخاصة المعنية باﻷفضليات في الفترة من ٢٣ إلى ٢٧ تشرين اﻷول/أكتوبر ١٩٩٥.

The plenary meetings of the Special Committee on Preferences should be devoted primarily to issues of a general character concerning the generalized system of preferences;

The last sessional committee on rules of origin was held during the nineteenth session of the Special Committee on Preferences from 18 to 22 May 1992.
٤- واجتمعت لجنة الدورة اﻷخيرة لتناول قواعد المنشأ، أثناء الدورة التاسعة عشرة للجنة الخاصة المعنية باﻷفضليات في الفترة من ٨١ الى ٢٢ أيار/مايو ٢٩٩١.

The twentieth session of the Special Committee on Preferences did not establish a sessional committee on rules of origin. Instead rules of origin were discussed within its general framework and the Chairman's summary, annexed to the report of the Special Committee, reported that: " 7.
٦- ولم تُنشئ الدورة العشرون للجنة الخاصة المعنية باﻷفضليات دورة للجنة لتناول قواعد المنشأ بل ناقشت عوضاً عن ذلك قواعد المنشأ داخل إطارها العام وجاء في ملخص الرئيس المرفق بتقرير اللجنة الخاصة ما يلي:

26. The spokesman for the Asian Group (Islamic Republic of Iran) said that the current session of the Special Committee on Preferences was being held at a time when reports of new conditionalities were abounding.
٦٢- وقال المتحدث باسم المجموعة اﻵسيوية )جمهورية إيران الاسلامية( إن الدورة الجارية للجنة الخاصة المعنية باﻷفضليات تنعقد في وقت تتزايد فيه اﻷنباء عن المشروطيات الجديدة.

In its decision 179(XVIII) of 17 September 1978, the Board stipulated that the annual sessions of the Special Committee on Preferences should be conducted according to the following procedure:
ونص المجلس في مقرره ٩٧١)د-٨١( المؤرخ في ٧١ أيلول/سبتمبر ٨٧٩١، على أن تدار الدورات السنوية للجنة الخاصة المعنية باﻷفضليات وفقاً للاجراء التالي:

The technical nature and the diversity of rules of origin have brought additional complexity to the GSP schemes and their utilization; for this reason a Working Group on Rules of Origin was established by the second session of the Special Committee on Preferences to harmonize, simplify and improve the rules.See TD/B/243/Rev.1, Report of the Special Committee on Preferences on its second session.
وطبيعة قواعد المنشأ التقنية وتنوعها قد زادا مخططات نظام اﻷفضليات المعمم واستخدامها تعقيدا؛ لهذا السبب أنشأت الدورة الثانية للجنة الخاصة المعنية باﻷفضليات فريقا عاملا معنيا بقواعد المنشأ لمواءمة القواعد وتبسيطها وتحسينها)٣(.

Such differences in objectives do not occur in the case of GSP rules of origin because the rules are there to serve the basic objectives of the GSP which, as mentioned, are common to all GSP schemes and were recently reaffirmed as fully valid by the twenty-first session of the Special Committee on Preferences.
١٤- ومثل هذه الاختلافات في اﻷهداف لا تحصل في حالة قواعد المنشأ في اطار نظام اﻷفضليات المعمم ﻷن القواعد موجودة لتخدم اﻷهداف اﻷساسية لنظام اﻷفضليات المعمم التي هي، كما سبقت الاشارة الى ذلك، مشتركة بين جميع مخططات نظام اﻷفضليات المعمم وقد أعادت مؤخرا الدورة الحادية والعشرون للجنة الخاصة المعنية باﻷفضليات تأكيدها على أنها مشروعة كليا.
