States, and in particular agencies responsible for national development, should be committed to ensuring the full and effective participation of indigenous peoples, partnering with indigenous peoples in national strategies for disaster risk reduction.
وينبغي للدول، ولا سيما الوكالات المعنية بالتنمية الوطنية، أن تلتزم بضمان مشاركة الشعوب الأصلية مشاركةً تامّة وفعّالة وإقامة شراكات معها في الاستراتيجيات الوطنية للحدّ من أخطار الكوارث.

34. Disaster-related legislation and regulatory frameworks -- within the context of strengthened national systems -- are essential to creating an enabling environment for disaster risk reduction.
34 - وتـُعد الأطر التشريعية والتنظيمية المتصلة بالكوارث - ضمن سياق النظم الوطنية المعززة - ذات أهمية أساسية لخلق بيئة تمكينية للحدّ من أخطار الكوارث.

(a) Indigenous practices for disaster risk reduction and mitigation can often be adapted for use by other communities in similar situations or environments.
(أ) يمكن غالباً تكييف ممارسات الشعوب الأصلية للحدّ من أخطار الكوارث وتخفيف آثارها لكي تستخدمها مجتمعات محلية أخرى تعيش في أوضاع أو بيئات مشابهة؛

23. HFA2 should continue to highlight the inclusion of indigenous perspectives and traditional knowledge of risk reduction, particularly on issues related to climate change, and to advocate for a human rights - based approach to be integrated into disaster risk reduction policies and programmes, as recommended in the report of the fourth Global Platform for disaster risk reduction.
23- وينبغي أن يواصل إطار عمل هيوغو 2 تسليط الضوء على دمج وجهات نظر الشعوب الأصلية ومعارفها التقليدية المتعلقة بالحد من الأخطار، ولا سيما تلك المتعلقة بتغير المناخ، والدعوة إلى دمج نهج قائم على حقوق الإنسان ضمن سياسات وبرامج الحدّ من أخطار الكوارث، عملاً بالتوصيات الواردة في تقرير المنتدى العالمي الرابع للحدّ من أخطار الكوارث.

(a) Through national cross-sectoral and multi-stakeholder consultations, including local actors, Member States take stock of the lessons from managing disaster risk and securing development planning and investments and share those lessons at the fourth session of the Global Platform for disaster risk reduction in 2013;
