As the situation improved, it was able to devote increasing resources to the strengthening of national institutions, including seminars and specialized workshops on human rights for the National Civil Police, the judiciary, the National Counsel for the Defence of Human Rights, the Armed Forces and non-governmental organizations.

Without the completion of judicial reform, the institutional framework for guaranteeing the rule of law and respect for human rights will remain weak, notwithstanding the development of the National Civil Police and parallel efforts to strengthen the National Counsel for the Defence of Human Rights.

94. The strengthening of, and support for, the Office of the National Counsel for the Defence of Human Rights continue to be immediate and priority goals.

Other important indications of greater awareness are a Legislative Assembly decree establishing 25 November as End Violence against Women Day and the bill to prevent domestic violence, submitted by the Office of the National Counsel for the Defence of Human Rights in collaboration with women's organizations, which should be adopted by the Legislative Assembly.
ومن علامات الاحساس بالمشكلة، صدور مرسوم عن الجمعية التشريعية حدد يوم ٢٥ تشرين الثاني/نوفمبر يوما لحملة وقف العنف ضد المرأة، ومشروع القانون الذي يهدف إلى منع العنف اﻷسرى الذي قدمه مكتب المحامي العام للدفاع عن حقوق الانسان بالتعاون مع المنظمات النسائية، الذي ينبغي أن توافق عليه الجمعية التشريعية.

117. The activities of the Office of the National Counsel for the Defence of Human Rights have continued to focus on three major areas: verification of human rights violations, strengthening of its institutional capacity, and promotion and education in the field of human rights.
١١٧ - استمرت تركيز اﻷنشطة التي يضطلع بها مكتب المستشار الوطني للدفاع عن حقوق الانسان على ثلاثة مجالات رئيسية هي: التحقق من انتهاكات حقوق الانسان، وتعزيز قدرة المكتب المؤسسية، والترويج والتثقيف في ميدان حقوق الانسان.

8. The Joint Unit, comprised of Mr. Carlos Mauricio Molina Fonseca, the National Counsel for the Defence of Human Rights, Messrs. José Leandro Echeverría and Juan Jerónimo Castillo, representing the President of the Republic, and Mr. Diego García-Sayán, director of the ONUSAL Human Rights Division, has now begun its activities with the financial collaboration of a group of friendly countries.
