There shall be no extradition for political offences. It shall be at the discretion of the requested State to determine whether an offence is political. Extradition shall be mandatory, however, for the following offences:

The main purpose of this rule is to prevent administrative or judicial bodies of the requested State from being asked to decide matters which concern whether an amount, or part thereof, is owed under the internal law of the other State.
ويتمثل الغرض الرئيسي لهذه القاعدة في منع الهيئات الإدارية أو القضائية للدولة المطلوب منها من أن يطلب منها أن تبت في أمور تتعلق بما إذا كان مبلغ، أو جزء منه، مديناً بموجب القانون الداخلي للدولة الأخرى.

Providing assistance with respect to a revenue claim after the requested State's time limits have expired will not therefore be considered to be at variance with the laws and administrative practice of that or of the other contracting State in cases where the time limits applicable to that claim have not expired in the requesting State.
ومن ثم، فإن تقديم المساعدة فيما يختص بمطالبة تتعلق بالإيراد بعد انتهاء أجل الحدود الزمنية للدولة المطلوب منها لن يعتبر، بالتالي، أنه على خلاف مع قوانين هذه الدولة المتعاقدة أو تلك وممارساتها الإدارية في الحالات التي تكون فيها الحدود الزمنية المطبقة على هذه المطالبة لم تنته مدتها في الدولة الطالبة.

Where a contracting state makes extradition conditional on the existence of a treaty receives a request for extradition from another contracting state with which no extradition treaty exists the requested State may consider this convention as the basis for extradition in respect to the listed offences.
وعندما تتلقى دولة متعاقدة، تجعل التسليم مشروطا بوجود معاهدة، طلبا للتسليم من دولة متعاقدة أخرى لا توجد معها معاهدة تسليم فإنه يجوز للدولة المطلوب منها التسليم اعتبار هذه الاتفاقية أساس التسليم فيما يتعلق بالجرائم المذكورة فيها.

Where the law of the requested State Party so requires, the accused person shall be entitled to challenge the request for arrest and surrender in the court of the requested State Party on the ground that the evidence submitted in support of the request would not be sufficient to commit him to trial for such an offence in a court of the requested State.
يحق للمتهم، حيثما يقتضي ذلك قانون الدولة الطرف المطلوب منها التسليم، أن يطعن في طلب القبض والتسليم لدى محكمة الدولة الطرف المطلوب منها التسليم استنادا الى عدم كفاية اﻷدلة المقدمة دعما لطلب التسليم لتقديمه للمحاكمة على هذا الجرم في محكمة تابعة للدولة المطلوب منها التسليم.

" 6. The following do not constitute conditions under which a requested State may refuse extradition, irrespective of paragraph 4:
