The Group was pleased that all of the Council's existing sanctions regimes were targeted in nature and called for the ongoing application of measures aimed at giving assistance to third States affected by the application of sanctions.

23. The point was made that, in discussing the question of assistance to third States affected by the application of sanctions, it was essential that the overall effectiveness of sanctions regimes be preserved and that the exercise of the Security Council's powers under Chapter VII of the Charter should not be prejudiced.
٣٢ - وقيل إن من اﻷمور اﻷساسية، عند مناقشة مسألة تقديم المساعدة للدول الثالثة المتضررة من تطبيق الجزاءات، الحفاظ على الفعالية العامة لنظم الجزاءات وعدم المساس بصلاحيات مجلس اﻷمن التي يمارسها بموجب الفصل السابع من الميثاق.

55. In her delegation's view, the question related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter and the basic principles and criteria relating to peacekeeping operations were interesting and should be given further consideration.
٥٥ - وأعربت عن رأي وفدها بأن مسألة تقديم المساعدة للدول الثالثة المتضررة من تطبيق الجزاءات بموجب الفصل السابع من الميثاق والمبادئ والمعايير اﻷساسية المتصلة بعمليات حفظ السلام هي أمور مهمة وينبغي مواصلة النظر فيها.

He welcomed the emphasis placed on the practical measures contained in resolution 50/51 on the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions and the measures taken recently by the sanctions committees to enhance the transparency of their working methods.
ورحب بتشديد البيان على التدابير العملية الواردة في القرار ٥٠/٥١ بشأن تنفيذ أحكام ميثاق اﻷمم المتحدة المتصلة بتقديم المساعدة للدول الثالثة المتضررة من تطبيق الجزاءات والتدابير التي اتخذتها مؤخرا لجنة الجزاءات لتعزيز الشفافية في أساليب عملها.

The question of assistance to third States affected by the application of sanctions under Chapter VII of the Charter was an important one that had been dealt with in a working paper (A/AC.182/L.79) submitted by Uruguay and a group of countries members of the Special Committee, including Romania.

13. In accordance with the relevant resolutions of the General Assembly, the competent units within the Secretariat have maintained their capacity to collate and coordinate information about international assistance available to third States affected by the implementation of sanctions.
13 - وفقا لقرارات الجمعية العامة ذات الصلة() احتفظت الوحدات المختصة داخل الأمانة العامة بقدرتها على جمع وتنسيق المعلومات المتعلقة بالمساعدة الدولية المتاحة للدول الثالثة المتضررة من تطبيق الجزاءات.

6. Further requests the Secretary-General to continue, on a regular basis, to collate and coordinate information about international assistance available to third States affected by the implementation of sanctions and to initiate action to explore innovative and practical measures of assistance to the affected third States, inter alia, through cooperation with relevant institutions and organizations inside and outside the United Nations system;
٦ - تطلب كذلك إلى اﻷمين العام أن يواصل، على أساس منتظم، جمع وتنسيق المعلومات المتعلقة بالمساعدات الدولية المتاحة للدول الثالثة المتضررة من تطبيق الجزاءات، والشروع في العمل من أجل استكشاف تدابير ابتكارية وعملية لتقديم مساعدات إلى الدول الثالثة المتضررة عن طريق وسائل من بينها التعاون مع المؤسسات والهيئات المختصة داخل منظومة اﻷمم المتحدة وخارجها؛
