A Thought Starter paper for the session was prepared by an ad hoc working group of the IFCS. The Thought Starter suggested a framework for analysis of the session topic: whether the international transport of lead and cadmium via trade presents and international concern that warrants coordinated international action.

A number of Governing Council decisions reaffirm international interest in reducing the risks to human health and the environment posed by lead and cadmium. UNEP is responding to these decisions through a dedicated project on addressing risks posed by exposure to lead and cadmium under the harmful substances and hazardous waste subprogramme of the programme of work for 2010 - 2011.

As at 1 October 2012, contributions made in 2011 - 2012 by the Governments of Norway and Sweden in support of the implementation of the decision, amounting to approximately $290,024, had been allocated to the project on addressing risks posed by exposure to lead and cadmium under the UNEP subprogramme on harmful substances and hazardous wastes.

Acknowledges the data and information gaps identified in the United Nations Environment Programme Interim Scientific Reviews on lead and cadmium and that further action is needed to fill those data and information gaps, taking into account the specific situation of developing countries and countries with economies in transition;

(c) Although most Governments expressing views on the issue emphasized that the adverse impacts of lead and cadmium, especially on the health of children, is of great concern, contrasting views were expressed with regard to whether the adverse impacts of lead and cadmium pollution were of the same global nature as those associated with mercury.
