أما اليابان، التي سببت معاناة لا حد لها وكوارث للشعب الكوري في الماضي، فعليها أن تعيد النظر بإخلاص في ماضيها، وتتخلى عن سياستها المعادية تجاه الجمهورية، وأن تتوقف عن تعميق انقسام كوريـــا والوقوف عقبة في طريق توحيدها.

لقد كان ذلك ممكنا ﻷن هذا الشعب ظل متمسكا بشدة باستقلاله في جميع ميادين بناء الدولـــة، على أساس " فكرة جوتشي " التي هي الفلسفة السياسية للشعب الكوري.

وقد اضطرت جمهورية كوريا الشعبية الديمقراطية إلى حيازة الرادع النووي بهدف حماية مصالح البلد العليا والسلام والأمن في المنطقة في مواجهة الممارسات التعسفية والعشوائية التي تنتهك حتى الحق المشروع في التنمية السلمية للشعب الكوري الذي ظل معرضا للتهديد النووي الذي تطرحه الولايات المتحدة لأكثر من نصف قرن.

That country divided Korea into two parts, inflicting immeasurable suffering and national division on the Korean people for over half a century and blackmailing the Democratic People's Republic of Korea with nuclear weapons, pursuant to the deeply rooted hostile policy towards the Democratic People's Republic of Korea.
وذلك البلد قسّم كوريا إلى جزأين، وسبّب معاناة لا حدود لها وانقساما وطنيا للشعب الكوري لأكثر من نصف قرن وهو يبتز جمهورية كوريا الشعبية الديمقراطية بالأسلحة النووية، عملا بسياسات عدائية عميقة الجذور نحو جمهورية كوريا الشعبية الديمقراطية.

That should not be forgotten, and the international community, instead of taking Japan's side because of its influence, should also strongly ask Japan to duly compensate and apologize to the Korean people for what it has done and what it is doing.
ينبغي عدم نسيان ذلك، وعلى المجتمع الدولي بدل الوقوف إلى جانب اليابان بسبب نفوذها، أن يطلب إلى اليابان بكل قوة أيضا أن تقوم بالتعويض على النحو الواجب وأن تعتذر للشعب الكوري على ما ارتكبته وترتكبه في حقه.

25. The commission emphasizes that the current human rights situation in the Democratic People's Republic of Korea has been shaped by the historical experiences of the Korean people.
25- وتشدد اللجنة على أن حالة حقوق الإنسان السائدة حالياً في جمهورية كوريا الشعبية الديمقراطية قد رسمت ملامحها التجارب التاريخية للشعب الكوري.
