36. Security conditions for Croatian Serbs living in the former Sectors, most of whom are elderly, continue to be unsatisfactory, particularly in the area around Knin.
٣٦ - لا تزال اﻷحوال اﻷمنية للصرب الكرواتيين الذين يعيشون في القطاعات السابقة، ومعظمهم من المسنين، غير مرضية، ولا سيما في المنطقة الواقعة حول كنين.

94. The property law placed abandoned properties under State administration, and many houses were given over to newly arrived Croat settlers. Although Croatian Serbs can seek redress through the legal system, it has been almost impossible for the great majority to regain access to their properties.
٤٩ - وقد قضى قانون الممتلكات بوضع الممتلكات المهجورة تحت إدارة الدولة، وجرى إعطاء الكثير من البيوت إلى المستوطنين الكرواتيين الذين وصلوا حديثا، وبالرغم من أنه يمكن للصرب الكرواتيين التماس اﻹنصاف عن طريق النظام القانوني، فقد استحال على غالبيتهم العظمى استرداد ممتلكاتهم.

On the other hand, the Government of Croatia should be given credit for positive steps it has taken in cooperation with international agencies, to alleviate the humanitarian plight of Croatian Serbs still residing in the former Sectors West, North and South, many of whom are elderly.

The conduct of the elections of March 1997, especially the opportunity provided to local Croatian Serbs to participate through the issuance of documents, will be critical, demonstrating whether the Government of Croatia intends to provide residents of the Region with a meaningful voice in their future.
وسيكون إجراء انتخابات آذار/مارس ٧٩٩١، وبالخصوص الفرصة المتاحة للصرب الكرواتيين المحليين للمشاركة فيها بموجب إصدار الوثائق، أمرا حاسما ويقدم الدليل عما إذا كانت حكومة كرواتيا تعتزم أم لا أن تتيح للمقيمين في المنطقة الاعراب بصورة مفيدة عن رأيهم في مصيرهم.
