وأنشأ القانون 15809 المؤرخ 21 نيسان/أبريل 1986 المكتب الوطني للتكنولوجيا النووية (المسمى الآن المكتب الوطني للطاقة والتكنولوجيا النووية)، وأنيطت به مهام تخطيط أنشطة تعزيز التكنولوجيا النووية وتنسيقها وإدارتها، ووضع لوائح لتنظيم تطبيقات التكنولوجيا النووية واستخدام الإشعاع المؤين، وإجراء عمليات التفتيش، وإصدار التراخيص والتصاريح وممارسة الرقابة في هذا الشأن.

31. In light of the inalienable right of States to peaceful use of nuclear energy and technologies under the Treaty, political conditions must not be imposed on States to hinder their access to nuclear materials for peaceful purposes.
31 - وعلى ضوء حقوق الدول غير القابلة للتصرف في الاستخدام السلمي للطاقة والتكنولوجيا النووية في إطار المعاهدة، فإنه يجب ألا تُفرَض شروط سياسية على الدول لمنعها من الحصول على المواد النووية للأغراض السلمية.
