24. In my last report, I identified the conduct of free and credible legislative elections according to constitutional rules devised without foreign interference or influence as a central means of reaffirming the full sovereignty, unity and political independence of Lebanon.

54. In accordance with the third transitional provision of the Constitution, the Large Copper Mining Industry and the enterprises considered as such, nationalized by virtue of transitional provision 17 of the 1925 Political Constitution, shall continue to be governed by the constitutional norms in force on the date of the promulgation of the 1980 Constitution.
54- ووفقاً للحكم الانتقالي الثالث من الدستور، فإن الصناعة الكبرى للتنقيب عن النحاس وغيرها من الشركات العاملة في ذات الميدان، التي أُمِّمت بموجب الحكم الانتقالي رقم 17 للدستور السياسي لعام 1925، تظل خاضعة للقواعد الدستورية السارية وقت إصدار دستور عام 1980.

If, during the various stages of the proceedings, legislative texts or regulations prevent him from achieving his legitimate aims and purposes in accordance with the rights and freedoms recognized in those instruments, he can contest the constitutionality of those legal texts before the Supreme Constitutional Court on the ground that they violate the constitutional principles on which those rights and freedoms are based.
وإن صادف خلال مراحل التقاضي نصوصا قانونية أو لائحية تحول دون بلوغه لمقاصده ومطالبه المشروعة، استنادا للحقوق والحريات الواردة بتلك الاتفاقيات، فإنه يستطيع أن يطعن أمام المحكمة الدستورية العليا طلبا للقضاء بعدم دستورية هذه النصوص القانونية، باعتبارها تشكل مخالفة للقواعد الدستورية التي تضمنت كافة هذه الحقوق وتلك الحريات.
