71. The Permanent Forum reaffirms the United Nations Declaration on the Rights of Indigenous Peoples as the normative framework for the high-level plenary meeting of the sixty-ninth session of the General Assembly, to be known as the World Conference on Indigenous Peoples.

(c) Proposes that the Human Rights Council support the full and effective participation of indigenous peoples at all preparatory and follow-up stages of the World Conference on Indigenous Peoples, as well as during the World Conference itself.

The Permanent Forum considers that the conclusion of the Global Preparatory Indigenous Peoples' Conference on the World Conference on Indigenous Peoples, to be held in Alta, Norway, from 10 to 12 June 2013, should be considered as a firm basis for the identification of specific themes for the round table and panel discussions under the auspices of the General Assembly.
78 - ويري المنتدى الدائم أن اختتام الاجتماع التحضيري العالمي للشعوب الأصلية استعداداً للمؤتمر العالمي المعني بالشعوب الأصلية المقرر عقده في ألتا، النرويج، من 10 إلى 12 حزيران/يونيه 2013، ينبغي أن يعتبر قاعدة راسخة لتحديد مواضيع محددة للمائدة المستديرة وحلقات النقاش التي ستعقد تحت رعاية الجمعية العامة للأمم المتحدة.

The outcome document of the Global Indigenous Preparatory Conference for the World Conference on Indigenous Peoples (A/67/994, annex), held in Alta, Norway, in June 2013 (the Alta Declaration) and the Lima Declaration of the World Conference of Indigenous Women, held in Lima in October/November 2013, recommend a mechanism to review, monitor and report on the Declaration.
