I have asked for the floor to present a report to the Conference on the consultations that I have undertaken as special coordinator on the review of the agenda.

As a delegation, we are pleased that my predecessor, Ambassador Paul O'Sullivan, as the Conference's Special Coordinator for membership in 1993, had the privilege of laying the foundation almost three years ago for this week's decision.

During the plenary meeting of 4 August 2011, members of the Conference as well as the Secretary-General of the Conference expressed their views on the debate in the General Assembly meeting held from 27 to 29 July 2011 as the follow up plenary meeting to the 2010 HLM (CD/PV.1231).

At the 4th plenary meeting, on 3 December, it was agreed that Mr. Bakary Kante, the Chairman of the SBI, should hold informal consultations on the proposed amendment to Article 4.3, and to report back to the plenary of the Conference on the results of those consultations.

At the 4th plenary meeting, on 3 December, it was agreed that Mr. Sergio Zelaya Bonilla, Vice-President of the Conference, should hold informal consultations on the proposed amendment to Article 17, and to report back to the plenary of the Conference on the results of those consultations.

In her speech at the Conference's opening session, his country's Secretary of State had announced an additional contribution of $50 million over the next five years.
