In this respect, I am pleased to announce that President Itamar Franco has recently promulgated the agreement between Brazil, the Argentine Republic, the Brazilian-Argentine Agency of Accounting and Control of Nuclear Materials and the International Atomic Energy Agency on the application of safeguards, as authorized by our National Congress.
وفي هذا الصدد يسرني أن أعلن أن الرئيس ايتامار فرانكو قد أعلن مؤخرا الاتفاق بين البرازيل وجمهورية اﻷرجنتين، والوكالة البرازيلية اﻷرجنتينية للمحاسبة والرقابة على المواد النووية والوكالة الدولية للطاقة الذرية على تطبيق الضمانات، وفقا لتخويل مجلس الشعب عندنا.

Further, as effective national accounting and protection is the basic prerequisite for preventing nuclear material from falling into unauthorized hands, the Agency is conducting training courses in the implementation of State systems of Accounting and Control of nuclear material and in physical protection methods and technology.

This Agreement was supplemented by a quadripartite safeguards agreement which was signed in Vienna in December 1991 between Argentina, Brazil, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials and the IAEA.
وقد استكمل هذا الاتفاق باتفاق ضمانات رباعـي وقــع فــي فيينــا في كانون اﻷول/ديسمبر عــام ١٩٩١، بيــن اﻷرجنتيــن، والبرازيل، والوكالــة البرازيلية - اﻷرجنتينية للمحاسبة والرقابة على المواد النووية، والوكالة الدولية للطاقـــة الذرية.

We also welcome the news from Latin America, where the quadripartite agreement between Argentina, Brazil, the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials and the IAEA is close to implementation, and the Treaty of Tlatelolco will, it is hoped, soon come into force and cover all countries of the continent.

We welcome the evolution of a nuclear non-proliferation policy in Latin America, in particular the coming into force last March of the Quadripartite Agreement between Argentina, Brazil, the Joint Argentine-Brazilian Agency for Accounting and Control of Nuclear Materials, and the IAEA on the implementation of full-scope safeguards in both countries.
