(c) Israel's allegations about arms stockpiling and the establishment of military installations in populated civilian areas in southern Lebanon are baseless. Their purpose is to facilitate and justify the targeting, killing and terrorization by Israel of innocent Lebanese civilians, albeit the targeting of civilians is prohibited and criminalized by relevant international instruments and international humanitarian law.
(ج) إن ادعاء إسرائيل بوجود عملية تخزين أسلحة وإقامة منشآت عسكرية في المناطق المأهولة بالسكان المدنيين في جنوب لبنان لا يمت إلى الحقيقة بصلة ويرمي إلى تسهيل استهداف إسرائيل للمدنيين اللبنانيين الأبرياء وتبرير قتلها وترهيبها لهم وذلك بالرغم من أن جميع المواثيق الدولية وأهمها القانون الإنساني الدولي تحرّم وتجرّم استهداف المدنيين؛

In southern Lebanon, perpetrating massacres became an everyday policy for successive Israeli governments. This included attacks on the United Nations Interim Force in Lebanon (UNIFIL) and the repeated shelling of the Lebanese civilians who took refuge in the UNIFIL compound in Qana, which took the lives of more than 100 such civilians -- children, elderly persons and women.
