٢٩- لا بد من التذكير بأن المجتمع الدولي سلّم في إعلان وبرنامج عمل فيينا بأن اﻹلقاء غير المشروع للمواد والنفايات السمية والضارة قد يشكل تهديداً خطيراً لحق كل إنسان في الحياة وفي الصحة.

21. The unsound management of hazardous substances and waste from extractive industries contributes to overall environmental pollution which may have serious effects on the right to health and the right to life.
21- تسهم الإدارة غير السليمة للمواد والنفايات الخطرة الناتجة عن الصناعات الاستخراجية في تلوث البيئة بشكل عام، مما قد يترتب عليه آثار خطيرة على الحق في الصحة والحق في الحياة.

39. No other resource is affected by the extent and level of degradation of quality and quantity due to unsound management of hazardous substances and waste from extractive industries than water.
39- لا يتأثر أي مورد مثلما تتأثر المياه من حيث مدى ومستوى تدهور جودتها وكميتها بسبب الإدارة غير السليمة للمواد والنفايات الخطرة الناتجة عن الصناعات الاستخراجية.

41. The unsound management of hazardous substances and waste from extractive industries may cause significant environmental pollution, which in turn negatively impacts a range of human rights.
41- يمكن أن تتسبب الإدارة غير السليمة للمواد والنفايات الخطرة الناتجة عن الصناعات الاستخراجية في إحداث تلوث بيئي هام يؤثر بدوره سلباً على طائفة من حقوق الإنسان.

Some centres have cooperated with local and international non-governmental organizations to bring them into the process of project development and implementation, so as to benefit from their expertise and to use their platforms to disseminate centre materials and raise awareness of the risks posed by the improper management of hazardous substances and waste.
18 - وتعاونت بعض المراكز مع منظمات غير حكومية محلية ودولية لإشراكها في عملية وضع المشروع وتنفيذها بهدف الاستفادة من خبراتها واستخدام منابرها لنشر مواد المركز وإذكاء الوعي بالمخاطر التي تشكلها الإدارة غير الملائمة للمواد والنفايات الخطرة.

Recognizing that illicit dumping of toxic and dangerous substances and waste potentially constitute a serious threat to the human rights to life and health of everyone, bearing especially in mind the vulnerability and concern of developing countries, and that States should adopt and vigorously implement existing conventions relating to the dumping of toxic and dangerous products and waste, and cooperate in the prevention of illicit dumping,
وإذ تسلم بأن اﻹلقاء غير المشروع للمواد والنفايات السمية والخطرة يمكن أن يشكل تهديدا خطيرا للحقين اﻹنسانيين الخاصين بالحياة وبتوفير الصحة للجميع، واضعة في الاعتبار بشكل خاص هشاشة وضع البلدان النامية وقلقها، وإنه ينبغي أن تعتمد الدول على نحو نشط وتنفذ الاتفاقيات الحالية المتعلقة بالقاء المنتجات والنفايات السمية والخطرة، وأن تتعاون في منع الالقاء غير المشروع،

136. In the Vienna Declaration, the World Conference on Human Rights, held in 1993, recognized that " illicit dumping of toxic and dangerous substances and waste potentially constitutes a serious threat to the human rights to life and health of everyone " (A/CONF.157/24 (Part I), para. 11).
٦٣١- وأقر المؤتمر العالمي لحقوق الإنسان المعقود في عام ٣٩٩١، في إعلان فيينا، " بأن الإلقاء غير المشروع للمواد والنفايات السامة والخطرة يمكن أن يشكل تهديدا خطيرا لحق كل إنسان في الحياة وفي الصحة " )الفقرة ١١ من الوثيقة A/CONF.157/24(.

Furthermore, it represents closer and speedier alignment to the principle of integrated management of chemicals and wastes.

22. Long-term exposure to hazardous substances and wastes protection may also lead to serious or irreversible work-related diseases, including lung diseases, several forms of cancer and asbestos-related illnesses.

The current array of narrowly focused legally-binding agreements for chemicals and wastes do not adequately address, let alone eliminate, exposure to the numerous hazardous substances and wastes generated by extractive industries that result in human rights impacts;
فالمجموعة الحالية من الاتفاقات محدودة النطاق الملزمة قانوناً بشأن المواد الكيميائية والنفايات لا تعالج بالقدر الكافي مسألة التعرض للمواد والنفايات الخطرة العديدة الناتجة عن الصناعات الاستخراجية التي تنعكس آثارها على حقوق الإنسان، فما بالك بالقضاء عليها؛
