The regional economic integration organization shall in that case have the rights and obligations of a Contracting State, to the extent that that organization has competence over matters governed by this Convention.

A State or regional economic integration organization may express its consent to be bound by this Agreement by:
2- يجوز للدولة أو لمنظمة التكامل الاقتصادي الإقليمية أن تعرب عن قبولها الالتزام بهذا الاتفاق، وذلك عن طريق ما يلي:

Information which cannot be labelled as confidential according to the domestic legislation of the State or regional economic integration organization of the origin of the information;

Under normal circumstances, careful consultations would take place, as a result of which, if declarations under article 19 or 20 are found to be necessary, there would be a set of common declarations for the matters in respect of which the regional economic integration organization was competent, which would be mandatory for all member States of the organization.
ففي الأحوال الطبيعية، تُجرى مشاورات متأنية تسفر، إذا وُجد أن هناك ضرورة لإصدار إعلانات بمقتضى المادة 19 أو 20، عن مجموعة من الإعلانات المشتركة بشأن المسائل التي يكون لمنظمة التكامل الاقتصادي الإقليمية اختصاص فيها وتكون تلك الإعلانات إلزامية لجميع الدول الأعضاء في المنظمة.

The draft article would not provide a basis for ratification if the regional economic integration organization had no competence on the subject matter covered by the convention, but in cases where the organization had some competence, the draft article was a useful provision.
وقيل إن مشروع المادة لن يتيح أساسا للتصديق إذا لم يكن لمنظمة التكامل الاقتصادي الإقليمية اختصاص في الموضوع الذي تتناولـه الاتفاقية، لكن مشروع المادة يمثل حكما مفيدا في الحالات التي تتمتع فيها المنظمة بقدر من الاختصاص.

In addition, the Working Group agreed that a provision should be included in the text of the convention providing that regional economic integration organization should declare, at the time of adoption of or accession to the convention that it is a party to an investment treaty.
