المادة 2، الفقرة 1، المتعلقة بالإجراءات التشريعية والقضائية والإدارية لمنع أعمال التعذيب

Take all appropriate measures to prevent acts of torture and illtreatment by, inter alia:
`1` اتخاذ كل التدابير المناسبة لمنع أعمال التعذيب وسوء المعاملة وذلك مثلاً عن طريق:

Consequently, Turkey is under an obligation to take measures to prevent acts of torture in its territory.
ولذلك فإن تركيا تلتزم باتخاذ تدابير لمنع أعمال التعذيب في أراضيها.

The essence of the Convention against torture is that States parties are under the obligation to take legislative and administrative measures to prevent acts of torture and to declare such acts as offences under criminal law.
ويتمثل جوهر اتفاقية مناهضة التعذيب في أن الدول ملتزمة باتخاذ تدابير تشريعية وإدارية لمنع أعمال التعذيب واعتبارها جرائم بموجب القانون الجنائي.

8. This provision introduces the obligation of the States parties to take effective measures to prevent acts of torture.

Recalling that articles 2 and 16 of the Convention oblige each State Party to take effective measures to prevent acts of torture and other cruel, inhuman or degrading treatment or punishment in any territory under its jurisdiction,
وإذ تشير إلى أن المادتين 2 و 16 من الاتفاقية تلزمان كل دولة طرف باتخاذ تدابير فعالة لمنع أعمال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة في أي إقليم يخضع لولايتها،

Indictments on charges of torture had been brought against 43 police or armed forces personnel and disciplinary proceedings instituted against 12 officers for failing to take proper steps to prevent acts of torture.
وقد وجهت اتهامات بالقيام بأعمال التعذيب وأقيمت إجراءات قضائية ضد 43 فرداً من قوات الشرطة أو القوات المسلحة وأقيمت إجراءات تأديبية ضد 12 ضابطاً لعدم قيامهم باتخاذ الخطوات المناسبة لمنع أعمال التعذيب.

That means they have accepted obligations to take effective measures to prevent acts of torture and to ensure that any act of torture is an offence punishable under their criminal law.
وذلك معناه أنها قبلت الالتزامات من أجل اتخاذ تدابير فعﱠالة لمنع أعمال التعذيب وكفالة اعتبار أي عمل من أعمال التعذيب جريمة يعاقب عليها قانونها الجنائي.

3.10 According to the complainant, the State party also failed in its obligation to take effective legislative, administrative, judicial or other measures to prevent acts of torture.
3-10 كما لم تف الدولة الطرف، حسب صاحبة الشكوى، بواجبها المتمثل في اتخاذ تدابير تشريعية وإدارية وقضائية وغيرها من التدابير الفعالة لمنع أعمال التعذيب.

Each State party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
تتخذ كل دولة طرف إجراءات تشريعية أو إدارية أو قضائية فعالة أو أية إجراءات أخرى لمنع أعمال التعذيب في أي إقليم يخضع لاختصاصها القضائي.
