Lastly, in accordance with paragraph 12 of General Assembly resolution 51/211 A, the Chairman of the Special Committee had held a meeting in May 1997 with the Chairman of the Committee on Conferences, in order to consult on recommendations which the Special Committee might make with a view to achieving the optimum utilization of conference-servicing resources.
٨ - وفي معرض الختام، أشارت إلى أنه، وفقا للفقرة ١٢ من قرار الجمعية العامة ٥١/٢١١ ألف، عقد رئيس اللجنة الخاصة اجتماعا في أيار/ مايو ١٩٩٧ مع رئيس لجنة المؤتمرات، بغية التشاور بشأن التوصيات التي تقدمها اللجنة الخاصة بهدف تحقيق الاستخدام اﻷمثل لموارد خدمات المؤتمرات.

10. The Advisory Committee recommends that the General Assembly invite the Security Council to ensure that the proceedings of the Counter-Terrorism Committee and other subsidiary bodies of the Council that require conference servicing are conducted with due regard to the most efficient use of conference-servicing resources.
10 - وتوصي اللجنة الاستشارية الجمعية العامة بأن تدعو مجلس الأمن إلى أن يكفل تسيير جلسات لجنة مكافحة الإرهاب وسائر الهيئات الفرعية للمجلس، التي تستلزم خدمات مؤتمرات، مع إيلاء الاعتبار الواجب لتحقيق أكفأ استخدام لموارد خدمات المؤتمرات.

10. Underutilization of conference-servicing resources resulted in some cases from meetings being cancelled too late to schedule another meeting into the time slot, often a sign that planning accuracy could be improved.
10 - والاستخدام الناقص لموارد خدمات المؤتمرات كان في بعض الحالات نتيجة إلغاء الاجتماعات في وقت متأخر جدا بحيث يتعذر الترتيب لعقد اجتماع آخر في الفترة غير المشغولة، وكثيرا ما يدل هذا على أن دقة التخطيط بحاجة للتحسين.

4. The view was expressed that, without seeking to duplicate the work of the Fifth Committee, the Committee on Conferences had a mandate, based on General Assembly resolution 43/222, to look at the proposed budget from the standpoint of the pattern of conferences and to make recommendations to ensure the optimum utilization of conference-servicing resources.
4 - أُعرب عن رأي مفاده أن لجنة المؤتمرات لا تسعى إلى تكرار العمل الذي تقوم به اللجنة الخامسة، ولكن منوط بها، استنادا إلى قرار الجمعية العامة 43/222 ولاية النظر في الميزانية المقترحة من زاوية خطة المؤتمرات وتقديم توصيات قصد الاستخدام الأمثل لموارد خدمات المؤتمرات.

17. Concerned by the negative trend in the utilization of the facilities allocated to intergovernmental bodies, the Advisory Committee supported the Secretary-General's proposal that such bodies should review their meeting entitlements and plan their work programmes based on their actual utilization of conference-servicing resources.
17 - وأعربت اللجنة الإدارية، التي انتابها القلق بشأن تراجع معدلات استخدام المرافق المخصصة للهيئات الحكومية الدولية، عن تأييدها لمقترح الأمين العام بأن تستعرض هذه الهيئات استحقاقاتها المتعلقة بالاجتماعات وتخطط برامج عملها على أساس استخدامها الفعلي لموارد خدمات المؤتمرات.

The Committee recalls that in paragraph 10 of its report (A/56/7/Add.11) it recommended that the General Assembly invite the Security Council to ensure that the proceedings of the Counter-Terrorism Committee and other subsidiary bodies of the Council that required conference servicing were conducted with due regard to the most efficient use of conference-servicing resources.

16. In section B, paragraph 6, of its resolution 54/248 of 23 December 1999, the General Assembly reiterated its request to the Committee on Conferences to continue to consult with those bodies that consistently utilized less than the applicable benchmark figure of their allocated resources for the past three sessions, with a view to making appropriate recommendations in order to achieve the optimum utilization of conference-servicing resources.
16 - وفي الفقرة 6 من الجزء هاء من قرارها 54/248 المؤرخ 23 كانون الأول/ديسمبر 1999 كررت الجمعية العامة طلبها إلى لجنة المؤتمرات أن تواصل التشاور مع الهيئات التي كان معدل استخدامها للموارد المخصصة لها أقل من الرقم القياسي المنطبق عليها طيلة الدورات الثلاث الماضية، وذلك بغية تقديم توصيات ملائمة من أجل تحقيق الاستخدام الأمثل لموارد خدمات المؤتمرات.

I.79 The Advisory Committee notes that the Department for General Assembly and Conference Management intends to concentrate in 2004-2005 on improving the conference-servicing performance of the offices away from Headquarters, in the context of furthering the goal of integrated global management, and on streamlining the overall management of conference-servicing resources at the four main duty stations (see A/58/6 (Sect. 2), para. 2.7).
أولا - 79 وتلاحظ اللجنة الاستشارية أن إدارة شؤون الجمعية العامة والمؤتمرات تعتزم التركيز في فترة السنتين 2004-2005 على تحسين أداء المكاتب الواقعة خارج المقر في مجال خدمة المؤتمرات، في سياق العمل على تحقيق هدف تكامل الإدارة على الصعيد العالمي، وكذا على ترشيد الإدارة العامة لموارد خدمات المؤتمرات في مراكز العمل الرئيسية الأربعة (انظر A/58/6 (الباب 2)، الفقرة 2-7).

85. In reply to a query concerning cost accounting, the representative of the Secretariat stated that the effective management of conference services resources required an active knowledge of their costs.
٥٨ - وردا على استفسار يتعلق بحساب التكاليف، ذكر ممثل اﻷمانة العامة أن اﻹدارة الفعالة لموارد خدمات المؤتمرات تتطلب إلماما فعليا بتكاليفها.

Since the statistics were first compiled in 1983, there have been significant improvements in the rate of utilization of conference servicing resources by several bodies.
