3.5 The author claims a violation of his rights under article 14, paragraph 1, as he was not provided with the right to a fair trial guaranteed under the Russian Constitution to the citizens of the Russian Federation.

243. The right of peaceful assembly is reflected in article 31 of the Constitution: " citizens of the Russian Federation shall have the right to assemble peacefully, without weapons, and to hold meetings, rallies, demonstrations and processions, and to picket. "
٣٤٢- تبين المادة ١٣ من الدستور الحق في التجمع السلمي: " يحق لمواطني الاتحاد الروسي التجمع سلميا، بدون أسلحة، وعقد لقاءات وتجمعات ومظاهرات ومسيرات والمرابطة أمام المؤسسات في حالة الاضرابات " .

Participation in the conduct of public affairs is also guaranteed in paragraph 5 of article 32, which states: " citizens of the Russian Federation shall have the right to participate in the administration of justice. "
وحق المشاركة في إدارة الشؤون العامة مكفول أيضا في الفقرة ٥ من المادة ٢٣ التي تنص على أنه " لمواطني الاتحاد الروسي الحق في المشاركة في إقامة العدل " .

The Federal Act " On implementation of the constitutional rights of citizens of the Russian Federation to elect and to be elected to organs of local self-government " was adopted in November 1996.
