ورحب المجلس فيه بإعلان حركة ٢٣ مارس وضع حد لتمردها وبقبول حكومة جمهورية الكونغو الديمقراطية لهذا الإعلان ووقف أعمال القتال بين جمهورية الكونغو الديمقراطية وحركة ٢٣ مارس، ودعا إلى التعجيل بإبرام وتنفيذ اتفاق نهائي وشامل ومتفق عليه.

We call upon the Council to mobilize and promote a coordinated action by the United Nations system for implementing the present declaration.
ونناشد المجلس القيام بالحشد والترويج لإجراءات منسقة تقوم بها منظومة الأمم المتحدة إنفاذا لهذا الإعلان.

We urge all Member States of the International Community to fully respect this Declaration in their relations with CELAC Member States.

Request that this Declaration be brought to the attention of all Speakers of parliaments and encourage them to take steps towards its implementation;

The innovative aspect of this Declaration is that it asserts the need for affirmative action and at the same time recognizes the right to be different.

1. The Governments of mountain countries should give their backing to this Declaration.
