146. In its resolution 63/253, the General Assembly requested the Secretary-General to further clarify the role of the Department of Management of the Secretariat in the evaluation process, in order to ensure the appropriate independence of the Management Evaluation Unit.

The new position (Legal Officer at the P-3 level) is proposed for the Management Evaluation Unit in the Office of the Under-Secretary-General for Management, and justifications are provided in paragraphs 323 to 328 of the proposed budget for 2013/14.

ولا يجوز لوحدة التقييم الإداري تمديد المواعيد النهائية إلا في الحالات التي تحال فيها المسألة إلى مكتب أمين المظالم في الأمم المتحدة، بموجب شروط يحددها الأمين العام أو محكمة المنازعات، وذلك لفترة تصل إلى 15 يوما في الظروف الاستثنائية عندما يتفق كلا طرفي النزاع (القرار 66/237، الفقرة 32).

(a) Approve one additional P-3 legal officer post for the Management Evaluation Unit for a period of six months to be funded from the budget for the support account for peacekeeping operations, and the related costs to be reported in the context of the performance report relating to the support account for peacekeeping operations for the period from 1 July 2012 to 30 June 2013;

Given that the ongoing workload under the new system of administration of justice remains uncertain, the Advisory Committee recommends approval of an additional Legal Officer (P-3) position under general temporary assistance for the Management Evaluation Unit.
وبالنظر إلى أن عبء العمل الجاري في إطار النظام الجديد لإقامة العدل ما زال غير محدد، توصي اللجنة الاستشارية بالموافقة على وظيفة موظف قانوني إضافي (برتبة ف-3) في إطار المساعدة المؤقتة العامة لوحدة التقييم الإداري.

Also recalls paragraph 23 of the report of the Advisory Committee on Administrative and Budgetary Questions, and requests the Secretary-General to further clarify the role of the Department of Management of the Secretariat in the evaluation process, in order to ensure the appropriate independence of the Management Evaluation Unit, and to report thereon to the General Assembly at its sixty-fifth session;
