يجوز أن يقدم البلاغات أي أفراد خاضعين لولاية دولة طرف ما يدعون أنهم ضحايا انتهاك تلك الدولة الطرف لأحكام الاتفاقية، أو من ممثلوهم المعيّنون أو غيرهم ممن يتصرفون باسم الأشخاص المدعى أنهم ضحايا.

It also stated that such opinion was against the interpretation consistently made by the Committee on that matter, which indicated that in special circumstances, individuals could be subject to the jurisdiction of a State party ratione materiae, even if they were outside the territory of such State.

28- بموجب المادة 31 من الاتفاقية، يجوز لأي فرد خاضع لولاية دولة طرف يدعي أنه ضحية انتهاك الدولة الطرف أو انتهاك آخرين يتصرفون باسمها لأحكام الاتفاقية أن يقدم بلاغاً فردياً إلى اللجنة للنظر فيه.
