واليوم أقف أمامكم، لأشهد العالم أن ليبيا الجديدة قد بدأت في التشكل: ليبيا التي ترنو إلى المستقبل، ليبيا التي تملك رؤية تنموية لإعادة بناء ذاتها، ليبيا التي تسعى إلى لملمة جراحها، وتسعى إلى أن تسمو فوق جراحها، وأن تمد أيديها إلى العالم كله، لتعيد بناء ذاتها، ولتصحح تاريخها.

The vision of the new Libya is that of a civil, democratic State governed by a clear, unambiguous constitution that sets forth rights and obligations, that does not discriminate between male and female, one faction and another, one political belief and another, between east and west, nor along racial or ethnic lines.
وتتمثل رؤية ليبيا الجديدة في دولة مدنية ديمقراطية، يسندها دستور واضح جلي، يحدد الحقوق والواجبات، ولا يفرق في المواطنة بين ذكر وأنثى، أو بين طائفة وأخرى، أو بين تيار سياسي أو آخر، بين شرق أو غرب، سواء كان ذلك بدواعٍ إثنية أم غيرها.

Barred from decision-making under the previous regime, the youth of the new Libya were prepared to cooperate with their counterparts from around the world, to learn from their experiences, and to contribute actively to different regional and international activities on youth advancement and political and social participation.
وقالت إن شباب ليبيا الجديدة الذين حرموا من المشاركة في اتخاذ القرارات في ظل النظام السابق مستعدون للتعاون مع نظرائهم في جميع أنحاء العالم للتعلم من خبراتهم وللإسهام إسهاما إيجابيا في مختلف الأنشطة الإقليمية والدولية المتصلة بالنهوض بالشباب وبالمشاركة السياسية والاجتماعية.
