74. By a letter of 6 March 1992, the Legal Adviser of the United States Department of State, referring to the specific request made by Libya under Article 74, paragraph 4, of the Rules of Court, in its request for the indication of provisional measures, stated inter alia, that:

We commend the Security Council for its swift and resolute action on Libya under its resolution 1973 (2011), which authorized NATO to protect civilians in that country.

4. The Regulations implement the complete arms embargo against Libya under paragraphs 9 and 10 of Security Council resolution 1970 (2011).

We must express our concern, here before the General Assembly, regarding the actions taken in Libya under resolution 1973 (2011) of the Security Council and in the context of the responsibility to protect.

This led to the agreement on the conduct of a Scottish trial in the Netherlands, to the arrival of the suspects to appear before the court on 5 April 1999 and to the suspension by the Security Council, on the same day, of the measures imposed on Libya under Security Council resolutions 748 (1992) and 883 (1993).
وأدى هذا إلى الموافقة على إجراء محاكمة اسكتلندية بهولندا ووصول المشتبه فيهما للمثول أمامها يوم ٥ نيسان/أبريل ١٩٩٩، وتعليق مجلس اﻷمن، في نفس اليوم، للتدابير التي فرضها على ليبيا بموجب قراريه ٧٤٨ )١٩٩٢( و ٨٨٣ )١٩٩٣(.

Libya urges the other parties to abide by the undertakings they have given and to discharge the obligations imposed on them by the relevant Security Council resolutions with respect to cooperation with the Scottish court in the Netherlands, and it once again calls upon the Security Council to rescind, fully and immediately, the measures imposed on Libya under its resolutions 748 (1992) and 883 (1993).
وفي الوقت الذي تطالب فيه ليبيا اﻷطراف اﻷخرى بتنفيذ ما تعهدت به، وما تفرضه عليها قرارات مجلس اﻷمن من التزامات بالتعاون مع المحكمة الاسكتلندية بهولندا، تطالب مجلس اﻷمن مجددا بالرفع الكامل والفوري للتدابير التي فرضها على ليبيا بموجب قراريه ٧٤٨ )١٩٩٢( و ٨٨٣ )١٩٩٣(.
