Yugoslavia's continued and concrete contribution to the process of negotiation is considered by a large part of the international community as proof of its sincere and lasting orientation towards peace and a comprehensive political solution of the Yugoslav crisis.
ويعتبر جزء كبير من المجتمع الدولي أن مساهمة يوغوسلافيا المستمرة والملموسة في عملية المفاوضات دليل على توجهها الصادق والدائم نحو السلام ونحو إيجاد تسوية سياسية شاملة لﻷزمة اليوغوسلافية.

It will be recalled that the deployment of the Force was not intended as an end in itself, but as an interim measure to maintain the peace while political negotiations proceeded to achieve an overall solution to the Yugoslav crisis.
وتجدر اﻹشارة إلى أن وزع القوة لم يكن يقصد به أن يكون هدفا بحد ذاته بل تدبير مؤقت لحفظ السلم، فيما تمضي المفاوضات السياسية لتحقيق حل شامل لﻷزمة اليوغوسلافية.

It is also recalled that Germany played an exceptionally negative role in the initial phase of the Yugoslav crisis when it openly aided and abetted the secessionist republics of Slovenia and Croatia and was the first country to recognize their independence.

It is widely recognized that the Federal Republic of Yugoslavia is an unavoidable factor for achieving a peaceful and just solution to the Yugoslav crisis and that it has made the greatest contribution towards that end.
ومن المسلﱠم به على نطاق واسع أن جمهورية يوغوسلافيا الاتحادية تشكل عنصرا لا يمكن الاستغناء عنه لتحقيق حل سلمي وعادل لﻷزمة اليوغوسلافية وأنها قدمت أكبر مساهمة من أجل تحقيق هذا الهدف.

١ - أنشأ مجلس اﻷمن قوة اﻷمم المتحدة للحماية في ٢١ شباط/فبراير ١٩٩٢ كترتيب مؤقت لتهيئة ظروف السلم واﻷمن اللازمة للتفاوض بشأن إيجاد تسوية شاملة لﻷزمة اليوغوسلافية لا تحكم مسبقا على حصيلة تلك المفاوضات.

With these ideals in mind, for which so many sacrifices were made in the struggle against fascism, the Federal Republic of Yugoslavia calls on the international community to exert efforts towards achieving a peaceful solution of the Yugoslav crisis in an impartial way and with equal treatment of all parties to the conflict.

False and ill-intentioned accusations that Serbia and the Federal Republic of Yugoslavia are responsible for the dismemberment of the Socialist Federal Republic of Yugoslavia, the civil war in Bosnia and Herzegovina and the crisis in the Balkans are aimed at slowing down and preventing the process of the peaceful resolution of the Yugoslav crisis.

Finding a peaceful and just solution to the Yugoslav crisis is the crucial prerequisite for the re-establishment of the balance in the Balkans and, by the same token, for its transformation into a zone of peace, stability and cooperation, and for the full integration of the Balkans in Europe as a natural factor of " the new European architecture " .
١٠٧ - ويمثل التوصل إلى تسوية سلمية وعادلة لﻷزمة اليوغوسلافية الشرط المسبق اﻷساسي ﻹعادة التوازن في البلقان ومن ثم لتحويلها إلى منطقة سلم واستقرار وتعاون، ولتحقيق اﻹدماج الكامل للبلقان في أوروبا بوصفها عاملا طبيعيا لتحقيق " البنية اﻷوروبية الجديدة " .

١٤٤ - أنشئت قوة اﻷمم المتحدة للحماية بقرار مجلس اﻷمن ٧٤٣ )١٩٩٢( المؤرخ ٢١ شباط/فبراير ١٩٩٢ كترتيب مؤقت لتهيئة أوضاع السلام واﻷمن اللازمة للتفاوض بشأن تسوية شاملة لﻷزمة اليوغوسلافية وبحيث لا تمس نتائج تلك المفاوضات.

2. The United Nations peace-keeping plan (S/23280, annex III) described the peace-keeping operation as " an interim arrangement to create the conditions of peace and security required for the negotiation of an overall settlement of the Yugoslav crisis [which] would not prejudge the outcome of such negotiations. "
٢ - وقد وصفت خطة لﻷمم المتحدة لحفظ السلم )S/23280، المرفق الثالث( عملية حفظ السلم بأنها " ترتيب مؤقت لتهيئة الظروف اللازمة ﻹقرار السلم واﻷمن اللازمين للتفاوض بشأن تسوية شاملة لﻷزمة اليوغوسلافية لا تضر بنتائج هذه المفاوضات " .

The peace-keeping operation was devised as " an interim arrangement to create the conditions of peace and security required for the negotiation of an overall settlement of the Yugoslav crisis [which] would not prejudge the outcome of such negotiations " (S/23280, annex III). UNPROFOR was deployed in three protected areas (UNPAs) within Croatia, divided into four sectors.
وقد رئي أن عمل القوة ينبغي أن يشكل " ترتيبا مؤقتا ﻷجل تهيئة ظروف السلم واﻷمن اللازمة للتفاوض على تسوية عامة لﻷزمة اليوغوسلافية ]بحيث[ لا يشكل مصادرة على نتيجة هذه المفاوضات " )S/23280، المرفق الثالث(. وقد تم وزع قوة اﻷمم المتحدة للحماية في يوغوسلافيا في ثلاث من المناطق المشمولة بحماية اﻷمم المتحدة ضمن كرواتيا مقسمة إلى أربعة قطاعات.
