23. It was, however, difficult to assess the extent to which institutional weaknesses contribute to the low level of participation in the United Nations system for the standardized reporting of military expenditures.

٣٨ - وخلافا لسجل اﻷمم المتحدة لﻷسلحة التقليدية، لا توجد في صلب نظام اﻷمم المتحدة لﻹبلاغ الموحد عن النفقات العسكرية آلية للتشجيع على المشاركة فيه.

Particularly important to that end is the draft resolution's call to Member States to send to the Secretary-General their views on how to strengthen and broaden participation in the United Nations system for the standardized reporting of military expenditures.
ومما يكتسي أهمية خاصة في سبيل بلوغ تلك الغاية الدعوة الواردة في مشروع القرار والموجهة إلى الدول اﻷعضاء بأن تبعث إلى اﻷمين العام بآرائها بشأن كيفية تعزيز وتوسيع نطاق المشاركة في نظام اﻷمم المتحدة لﻹبلاغ الموحد عن النفقات العسكرية.

1. The General Assembly, at its forty-eighth session, adopted resolution 48/62 of 16 December 1993, entitled " Reduction of military budgets: transparency of military expenditures " , calling upon all Member States to participate in the United Nations system for the standardized reporting of military expenditures as adopted by the General Assembly.
١ - اعتمدت الجمعية العامة في دورتها الثامنة واﻷربعين القرار ٤٨/٦٢ المؤرخ ١٦ كانون اﻷول/ديسمبر ١٩٩٣، المعنون " تخفيض الميزانيات العسكرية: شفافية النفقات العسكرية " ، الذي يطلب إلى جميع الدول اﻷعضاء الاشتراك في نظام اﻷمم المتحدة لﻹبلاغ الموحد عن النفقات العسكرية حسبما اعتمدته الجمعية العامة.

39. The participants in the consultations were generally in agreement that there is need for positive incentives to promote wider use of the United Nations system for the standardized reporting of military expenditures. The notion of linking military expenditures to the delivery of development assistance was viewed as counter-productive by most participants.
٣٩ - وساد اتفاق عام بين المشتركين في المشاورات أن هناك حاجة ﻹيجاد حوافز إيجابية تشجع على استخدام نظام اﻷمم المتحدة لﻹبلاغ الموحد عن النفقات العسكرية على نطاق أوسع ورأى معظم المشتركين أن المفهوم القاضي بربط النفقات العسكرية بإيصال المساعدة اﻹنمائية مفهوم غير مجد.

2. Requests the Secretary-General to seek the views of Member States on ways and means to strengthen, and to broaden participation in, the United Nations system for the standardized reporting of military expenditures and to submit a report on the subject to the General Assembly at its forty-ninth session;

Draft resolution A/C.1/49/L.1/Rev.1 takes up this recommendation in its paragraph 4, which requests the Secretary-General to seek the views of Member States on how to strengthen and broaden participation in the United Nations system for the standardized reporting of military expenditures.

This approach, however, depends to a large extent on the cooperation of Member States. That is why the draft resolution, in paragraph 6, calls upon all Member States to provide the Secretary-General with their views on ways and means to strengthen and broaden participation, including necessary changes to the content and structure of the United Nations system for the standardized reporting of military expenditures.
