The Committee expressed grave concern about the phenomenon of the illegal circulation of small-calibre weapons and drug trafficking, which constitute a major factor for insecurity in the subregion; it recommended the holding of a subregional conference on these questions and the elaboration of legal monitoring instruments and the adoption of other appropriate measures to deal with that scourge.
