4. In order to secure, for Members of the Tribunal, complete freedom of speech and independence in the discharge of their functions, the immunity from legal process in respect of words spoken or written and all acts done by them while discharging their functions shall continue to be accorded, notwithstanding that the persons concerned are no longer Members of the Tribunal or performing those functions.
٤ - تأمينا لحرية الكلام والاستقلال الكاملين ﻷعضاء المحكمة لدى أداء وظائفهم، يستمر منحهم الحصانة من اﻹجراءات القانونية فيما يتعلق بما يصدر عنهم من أقــوال منطوقــة ومكتوبة وجميع ما يقومون به من أفعــال في أدائهم لوظائفهم، حتى وإن لم يعد اﻷشخاص المعنيون أعضاء في المحكمـة أو يـؤدون تلك الوظائف.

4. (ب) الحصانة من الإجراءات القانونية فيما يتعلق بما يصدر عنهم من أقوال منطوقة أو مكتوبة وجميع ما يقومون به من أفعال في أدائهم لوظائفهم، وتستمر هذه الحصانة حتى بعد انتهاء عملهم لدى المحكمة؛

(b) Immunity from legal process of every kind in respect of words spoken or written and all acts performed by them [in the course of] in connection with their testimony, which immunity shall continue to be accorded even after their appearance and testimony before the Court;
(ب) الحصانة من الإجراءات القانونية من أي نوع فيما يتعلق بما يصدر عنهم من أقوال منطوقة أو مكتوبة وجميع ما يقومون به من أفعال [في أثناء] [فيما يتصل بـ] الإدلاء بشهادتهم، ويستمر منح هذه الحصانة حتى بعد ظهورهم أمام المحكمة وإدلائهم بالشهادة؛

According to this theory, international and domestic law constitute a single legal system and international law can directly regulate the conduct of individuals who, by their acts, can violate its norms.
