وقد أيد ذلك الإعلان بشأن مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول.

1. Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations;

The Declaration on Principles of International Law concerning Friendly Relations 1970 provides that:

As reaffirmed in the Declaration on Principles of International Law concerning Friendly Relations 1970:

The general duty to cooperate was reiterated as one of the principles of international law in the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations in the following terms:
وأعيد التأكيد على الواجب العام للتعاون باعتباره أحد مبادئ القانون الدولي في إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقاً لميثاق الأمم المتحدة على النحو التالي:

It furthermore contradicts the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in Accordance with the Charter of the United Nations, adopted by the General Assembly in 1970.
وكذلك مع إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول الذي أقرته الجمعية العامة للأمم المتحدة عام 1970.

Reaffirming further the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations,
وإذ يؤكد من جديد كذلك إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون فيما بين الدول وفقاً لميثاق الأمم المتحدة،

The provisions of the Declaration on the Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations also provided clear guidance on the issue of selfdetermination.
أما أحكام الإعلان بشأن مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون فيما بين الدول وفقا لميثاق الأمم المتحدة فإنها تقدم أيضا توجيهات واضحة بشأن مسألة تقرير المصير.

Further reaffirming the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations,
وإذ تعيد التأكيد كذلك على إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقاً لميثاق الأمم المتحدة،

The principle of respect for territorial integrity is also reflected in the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations, according to which:
وقد أشير أيضا إلى مبدأ احترام السلامة الإقليمية في إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقا لميثاق الأمم المتحدة، الذي ينص على ما يلي:

The 1970 Declaration on Principles of International Law concerning Friendly Relations, which can be regarded as constituting an authoritative interpretation of the seven Charter provisions it expounds, states inter alia that:

ويؤكد مشروع القرار من جديد على مسؤولية جميع الدول عن المساهمة في تحقيق الاستقرار والازدهار لمنطقة البحر الأبيض المتوسط، والتزامها باحترام مبادئ ميثاق الأمم المتحدة وأحكام إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون فيما بين الدول.

It also reaffirms the responsibility of all States to contribute to the stability and prosperity of the Mediterranean region and their commitment to respecting the principles of the United Nations Charter and the provisions of the Declaration on the Principles of International Law concerning Friendly Relations and Cooperation among States.
ويعيد المشروع التأكيد على مسؤولية جميع الدول عن الإسهام في استقرار وازدهار منطقة البحر الأبيض المتوسط، والتزام تلك البلدان باحترام مبادئ ميثاق الأمم المتحدة وكذلك أحكام إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون فيما بين الدول.

Among other basic texts, the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States emphasized the paramount importance of the Charter in promoting the rule of law, and the Universal Declaration of Human Rights identified the rule of law as the means of protecting those rights.

Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in Accordance with the Charter of the United Nations
' 1 ' إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقا لميثاق الأمم المتحدة(12)

The Declaration on the Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations stressed that the principle of self-determination should not be interpreted as authorizing or encouraging any action that might dismember or impair, totally or in part, the territorial integrity or political unity of sovereign and independent States.
ويؤكد إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقا لميثاق اﻷمم المتحدة أنه لا ينبغي تفسير مبدأ تقرير المصير بأنه يجيز أو يشجع عملا، أيا كان، يؤدي إلى تفتيت أو تهديد السيادة اﻹقليمية أو الوحدة السياسية، كليا أو جزئيا، لدولة مستقلة ذات سيادة.

This follows not only from the very language of article 1 common to the two Covenants but as well from the most authoritative statement of the law concerned, i.e. the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations.
ولا يتأتى ذلك من اللغة ذاتها للمادة 1 المشتركة بين العهدين فحسب، وإنما أيضاً من النصوص الأكثر حجية في القانون المعني، أي إعلان مبادئ القانون الدولي المتعلقة بالعلاقات الودية والتعاون بين الدول وفقاً لميثاق الأمم المتحدة.
