34- نُفّذ في الهند برنامجان على صعيد المجتمعات المحلية، يهدفان إلى الحد من تعاطي العقاقير والوقاية منه لدى عموم السكان والفئات الشديدة التعرض للمخاطر، وكذلك لدى متعاطي العقاقير على النطاق الوطني بأجمعه.

UNDCP demand reduction activities in south Asia are contained in one programme for demand reduction in south Asia and are focused on India, where the large majority of the drug abusers in the region are located.
164- وتنضوي أنشطة اليوندسيب المعنية بخفض الطلب على العقاقير في جنوب آسيا تحت برنامج واحد لخفض الطلب على العقاقير في جنوب آسيا، وهي مركزة على الهند، حيث توجد الأغلبية العظمى من متعاطي العقاقير في المنطقة.

It furthermore recommends that countries provide for systematic collection of data on subpopulations of drug abusers from records of the police, registries of deaths, hospital emergency rooms, drug treatment centres, prisons, mental hospitals, psychiatric clinics, social security and welfare organizations and so on.

In Australia, a substantial proportion of injecting drug users continued abusing all forms of methamphetamine in 2002, while a decrease in the abuse of methamphetamine powder was noted in most jurisdictions.
وفي استراليا، واصلت نسبة كبيرة من متعاطي العقاقير بالحقن تعاطي جميع أشكال الميثامفيتامين في عام 2002، بينما لوحظ انخفاض في تعاطي مسحوق الميثامفيتامين في معظم الولايات القضائية.

Drug injecting has been identified in more than 136 countries, of which 93 report HIV infection among injecting drug users.
وقد تبيّن وجود ظاهرة حقن العقاقير في أكثر من 136 بلدا، أبلغ 93 منها عن وقوع اصابات بفيروس HIV بين متعاطي العقاقير بطريق الحقن.

For example, studies are under way in Mexico to determine the effectiveness of condom promotion in migrant sex worker and client populations; in India to assess the feasibility and effectiveness of outreach measures among injecting drug users; and in Uganda, where the additional benefit of STD treatment is being compared with the effect of educational approaches alone.
٣٤ - وأجريت بحوث الوقاية المرتبطة بالتدخلات في عدة مواقع منها المكسيك، على سبيل المثال، حيث تجري حاليا دراسات لتحديد فعالية الترويج لاستخدام الرفال في صفوف المهاجرين العاملين في ميدان الجنس وزبائنهم. وفي الهند تجري دراسات لتقييم جدوى وفعالية التدابير التي تتخذ خارج المؤسسات على متعاطي العقاقير بالحقن.

CRC recommended that Liechtenstein, taking into account its general comment No. 4 of 2003 on Adolescent health and development in the context of the Convention on the Rights of the Chilod, inter alia, ensure that children using drugs and narcotics are treated as victims and are provided with the necessary recovery and reintegration services.
وأوصت لجنة حقوق الطفل ليختنشتاين بأن تراعي تعليق اللجنة العام رقم 4 الصادر في عام 2003 في إطار اتفاقية حقوق الطفل والمتعلق بصحة المراهقين ونموهم، وأن تضمن في جملة أمور معالجة الأطفال متعاطي العقاقير والمخدرات كضحايا وأن تزودهم بما يلزم من خدمات التعافي وإعادة الإدماج(95).

Special attention will be given to States with high drug-abusing prison populations and chronic court delays.
وستُولى عناية خاصة للدول التي يوجد فيها أكبر عدد من نزلاء السجون من متعاطي العقاقير والتي تواجه تأخيرا مزمنا في عمل المحاكم.
