٢ - يطلب إلى اﻷطراف المدرجة في المرفق اﻷول بالاتفاقية، باستثناء اﻷطراف المحددة في الفقرة ٣ أدناه، أن تقدم ما يلي إلى اﻷمانة، وفقا للفقرتين ١ و ٢ من المادة ٢١ من الاتفاقية وللمبادئ التوجيهية المنقحة، حسب الاقتضاء، المتعلقة بإعداد مثل هذه البلاغات:

2. Requests Annex I Parties, except as specified in paragraph 3 below, to submit to the secretariat, in accordance with Article 12.1 and 12.2 of the Convention and with guidelines for the preparation of such communications to be revised, as appropriate, and adopted by the Conference of the Parties:

126.3 such communications shall include in particular the results of reviews of national policies and practices referred to in Article 4.2(e)(ii) of the Convention and any significant changes identified Since the new commitments would have to be accompanied by substantial and mandatory reporting commitments, appropriate parts of Article 12 of the Convention could be carried over into the Protocol as such.

Noting that it has not yet received any individual communications from persons under the jurisdiction of the State party, although the State party has accepted the jurisdiction of the Committee under article 14, the Committee recommends that the State party ensure that the public is well informed of the possibility of submitting such communications to the Committee.
377- وتشير اللجنة إلى أنها لم تتلق بعد أية بلاغات فردية من أشخاص خاضعين للولاية القضائية للدولة الطرف، ولو أن هذه الأخيرة قبلت باختصاص اللجنة بموجب المادة 14، وتوصي الدولة الطرف بالسهر على أن يكون الجمهور على علمٍ تام بأهمية تقديم مثل هذه البلاغات إلى اللجنة.

Communications cannot be dealt with by these procedures if this requirement is not fulfilled (such communications may be dealt with by the so-called " 1503 " Procedure or those of the special procedures system).
