The report further sets out a vision for the future of UN-Habitat work in the area of urban economy and in assisting developing countries to finance the acceleration of the delivery of housing, basic services and infrastructure, building on the experiences gained through implementation of resolution 21/10 and the Slum Upgrading Facility.
8 - ويطرح التقرير أيضاً رؤية تتناول مستقبل عمل موئل الأمم المتحدة في مجال الاقتصاد الحضري وفي مساعدة البلدان النامية على تمويل العملية المعجّلة لتجهيز المساكن والخدمات الأساسية والبنى التحتية، بالاستناد إلى الخبرة المكتسبة من خلال تنفيذ القرار 21/10 ومرفق تحسين الأحياء الفقيرة.

More recently, the UN-Habitat draft strategic plan for 2014 - 2019, which was endorsed by the Committee of Permanent Representatives in August 2012 pending approval by Governing Council at its twenty-fourth session, has urban economy as one of its focus areas and places emphasis on assisting in the creation of decent urban jobs and livelihoods, especially for youth and women.
13 - ومؤخراً شمل مشروع الخطة الاستراتيجية لموئل الأمم المتحدة للفترة 2014-2019، الذي أقرته لجنة الممثلين الدائمين في شهر آب/أغسطس 2012 بانتظار موافقة مجلس الإدارة عليه في دورته الرابعة والعشرين، مجال الاقتصاد الحضري كواحد من مجالات تركيز الخطة المذكورة، وشدد على المساعدة في إيجاد فرص العمل وسبل المعيشة الحضرية اللائقة، لا سيما للشباب والنساء.

Building on the recommendations of the external evaluation and on the institutional lessons learned from the programmes and other housing finance initiatives, support UN-Habitat in further strengthening and focusing its normative work in urban economy, housing and urban infrastructure finance;
(أ) القيام، استناداً إلى التوصيات التي طرحها التقييم الخارجي وإلى الدروس المؤسسية المستفادة من البرامج وغيرها من مبادرات التمويل السكني، بمساندة ومؤازرة موئل الأمم المتحدة في مواصلة تدعيم وتركيز عمله المعياري في مجال الاقتصاد الحضري وتمويل الإسكان والبنى التحتية الحضرية؛

وإذ تحيط علما بقرار مجلس إدارة موئل الأمم المتحدة 23/10 المؤرخ 15 نيسان/أبريل 2011 المعنون " الأنشطة المستقبلية لبرنامج الأمم المتحدة للمستوطنات البشرية في مجال الاقتصاد الحضري والآليات المالية للارتقاء بالمناطق الحضرية وتوفير الإسكان والخدمات الأساسية للفقراء في المناطق الحضرية " ()،

Taking note of resolution 23/10 of 15 April 2011 of the Governing Council of UN-Habitat, entitled " Future activities by the United Nations Human Settlements Programme in urban economy and financial mechanisms for urban upgrading, housing and basic services for the urban poor " ,8
وإذ تحيط علما بقرار مجلس إدارة موئل الأمم المتحدة 23/10 المؤرخ 15 نيسان/أبريل 2011، المعنون " الأنشطة المستقبلية لبرنامج الأمم المتحدة للمستوطنات البشرية في مجال الاقتصاد الحضري والآليات المالية للارتقاء بالمناطق الحضرية وتوفير الإسكان والخدمات الأساسية للفقراء في المناطق الحضرية " (8)،

31. By its resolution 23/10 entitled " Future activities by the United Nations Human Settlements Programme in urban economy and financial mechanisms for urban upgrading, housing and basic services for the urban poor " , the Governing Council authorized the Executive Director to examine opportunities to work with partner development finance institutions within the United Nations system.
31 - وأذن مجلس الإدارة للمديرة التنفيذية، بموجب قراره 23/10، المعنون " أنشطة برنامج الأمم المتحدة للمستوطنات البشرية في المستقبل في مجال الاقتصاد الحضري وآليات التمويل للنهوض بالمناطق الحضرية وتوفير السكن والخدمات الأساسية للفقراء في المناطق الحضرية " ، أن تقوم بدراسة الفرص المتاحة للعمل مع مؤسسات التمويل الإنمائي الشريكة في إطار منظومة الأمم المتحدة.

(b) To strengthen the UN-Habitat knowledge base, disseminate that knowledge to member States and provide support to member States on urban economy and municipal finance, including by documenting and disseminating good practices and tools on the economics of urban form, economic development strategies, urban small-scale and informal economies and the economic empowerment of youth and women.
(ب) تعزيز قاعدة معارف موئل الأمم المتحدة ونشر هذه المعارف على الدول الأعضاء وتوفير الدعم للدول الأعضاء في مجال الاقتصاد الحضري والتمويل البلدي، بسبل منها توثيق ونشر الممارسات والأدوات الجيدة عن اقتصادات الشكل الحضري، واستراتيجيات التنمية الاقتصادية، والاقتصادات الحضرية الضيقة النطاقات وغير الرسمية، والتمكين الاقتصادي للشباب والنساء.
