18. The year 2008 marked the kick-start phase of the implementation of the medium-term strategic and institutional plan for 2008-2013 approved by the Governing Council of UN-Habitat at its twenty-first session in 2007.

ورحبت الجمعية بالخطة الاستراتيجية لموئل الأمم المتحدة للفترة 2014-2019 ومجالاتها المحورية، بالصيغة التي أقرها مجلس إدارة موئل الأمم المتحدة في دورته الرابعة والعشرين.

In his presentation to the Governing Council of UN-Habitat at its twentieth session, held from 4 to 8 April 2005, the Chair of the Commission on Sustainable Development at its thirteenth session requested the Governing Council at that session to highlight important policies and action areas for consideration by the Commission at its thirteenth session.

Supports the dissemination and implementation of the guidelines on decentralization and strengthening of local authorities and the guidelines on access to basic services for all, approved by the Governing Council of UN-Habitat in its resolutions 21/3 of 20 April 2007 and 22/8 of 3 April 2009, respectively;
6 - تؤيد نشر وتنفيذ المبادئ التوجيهية بشأن اللامركزية وتعزيز السلطات المحلية، والمبادئ التوجيهية بشأن سبل الحصول على الخدمات الأساسية للجميع، التي اعتمدها مجلس إدارة موئل الأمم المتحدة في قراريه 21/3 المؤرخ 20 نيسان/أبريل 2007() و 22/8 المؤرخ 3 نيسان/أبريل 2009(11)، على التوالي؛

42. The General Assembly, in paragraph 6 of its resolution 65/165, expressed its support for the dissemination and implementation of the guidelines on decentralization and strengthening of local authorities and the guidelines on access to basic services for all, approved by the Governing Council of UN-Habitat in its resolutions 21/3 and 22/8 respectively.
42 - أيّدت الجمعية العامة، في الفقرة 6 من قرارها 65/165، نشر وتنفيذ المبادئ التوجيهية المتعلقة باللامركزية وتعزيز السلطات المحلية، والمبادئ التوجيهية المتعلقة بإمكانية حصول الجميع على الخدمات الأساسية، التي اعتمدها مجلس إدارة موئل الأمم المتحدة في قراريه 21/3 و 22/8، على التوالي.

The work programme is based on the medium-term strategic and institutional plan for the period 2008 - 2013, which was approved by the UN-Habitat Governing Council at its twenty-first session through its resolution 21/2 of 20 April 2007.
82 - يستند برنامج العمل إلى الخطة الاستراتيجية للفترة 2008 - 2013، التي اعتمدها مجلس إدارة موئل الأمم المتحدة في دورته الحادية والعشرين بموجب القرار 21/2 المؤرخ 20 نيسان/أبريل 2007.

23. In paragraph 14 of the resolution, the General Assembly requested the Secretary-General of Habitat III to prepare, using the expertise of the United Nations system, a proposal, for consideration by the Governing Council of UNHabitat at its twenty-fourth session, on how best to provide inputs for and support to the preparatory process of the conference in the most inclusive, efficient, effective and improved manner, and to proceed accordingly.
23 - وفي الفقرة 14 من القرار، طلبت الجمعية العامة إلى الأمين العام لمؤتمر الموئل الثالث أن يُعد، بالاستعانة بالخبرات المتوافرة في منظومة الأمم المتحدة، مقترحا لينظر فيه مجلس إدارة موئل الأمم المتحدة في دورته الرابعة والعشرين بشأن أفضل الطرق لتوفير مدخلات للعملية التحضيرية للمؤتمر ودعمها على أفضل وجه وبأكثر الوسائل شمولا وكفاءة وفعالية، وأن يشرع في العمل وفقا لذلك.

It was regrettable that the resolution had triggered a programme budget implication in a way that many Member States had not expected, and that the information communicated about both the previous General Assembly resolution and the resolution adopted by the UN-Habitat Governing Council in April had been insufficient.
ورأت أنَّ ما يؤسف له أن تترتب على القرار آثار في الميزانية البرنامجية على نحو لم تتوقّعه دول أعضاء عديدة، وأن المعلومات التي تم إبلاغها بشأن قرار الجمعية العامة السابق والقرار الذي اتخذه مجلس إدارة موئل الأمم المتحدة في نيسان/أبريل لم تكن كافية.
