٧٦ - وأشار صاحب الاقتراح كذلك إلى أنه رغم أن مهمة مجلس المسؤولين اﻹداريين ستتمثل أساسا في عرض الخدمات على اﻷطراف أو الاستجابة لطلبات الحصول على هذه الخدمات، فإن المكلفين بتسوية المنازعات الذين يختارهم اﻷطراف سيمثﱢلون اﻵلية اﻷساسية في عملية تسوية المنازعات.
