More recently, the NSC sent a delegation to Mogadishu in vain for a dialogue with Mr. Aidid on all issues.
ومؤخرا جدا أوفد مجلس اﻹنقاذ الوطني وفدا الى مقديشيو بهدف إجراء حوار مع السيد عيديد بشأن جميع القضايا ولكن دون جدوى.

The meeting highly values the continuous support that Ethiopia has extended to the National Salvation Council in its search for national reconciliation and the establishment of a government of national unity in the interest of lasting peace and stability in Somalia.
ويقدر الاجتماع تقديرا عظيما الدعم المتواصل الذي تقدمه إثيوبيا إلى مجلس اﻹنقاذ الوطني في سعيه إلى تحقيق المصالحة الوطنية وتشكيل حكومة وحدة وطنية بهدف تحقيق السلم والاستقرار الدائمين في الصومال.

Declared open on 12 November 1997, the meeting was attended by representatives of the National Salvation Council and Hussein Aidid's group.
وحضر الاجتمــاع، الذي أُعلن افتتاحه في ١٢ تشرين الثاني/نوفمبر ١٩٩٧، ممثلو مجلس اﻹنقاذ الوطني وجماعة حسين عيديد.

The process that culminated in the agreement to set up the National Salvation Council was driven by a new attitude and thinking, which the leaders displayed abundantly during the course of the consultation.

بيان استهلالـي أدلى به سعادة السيد أتو سيوم مسفين، وزير خارجيـة إثيوبيــا، فـي الاحتفـال الافتتاحـي بتشكيل مجلس اﻹنقاذ الوطني للصومال، في ٣ كانون الثاني/يناير ١٩٩٧

The meeting examined the lifespan of the National Salvation Council and its performance during the period of its existence, stressing the importance of the continuity of its role in promoting peace and reconciliation in Somalia while reaffirming once again its unrelenting determination to pursue the objectives of attaining lasting peace and stability in the country.
وبحث الاجتماع فترة وجود مجلس اﻹنقاذ الوطني وأداءه منذ إنشائه مشددا على أهمية استمرار الدور الذي يؤديه في تعزيز السلم والمصالحة في الصومال مع التأكيد من جديد، مرة أخرى، على تصميمه الثابت على السعي إلى تحقيق هدف استتباب السلم والاستقرار الدائمين في البلد.

The meeting expressed its readiness to honour the provisions of the Cairo Declaration on Somalia, subject to the approval and acceptance of Hussein Aideed's group of the changes and amendments to the Cairo Declaration made by the National Salvation Council of Somalia at its third session, in Addis Ababa.
وأعرب الاجتماع عن استعداده للوفاء بأحكام إعلان القاهرة بشأن الصومال، رهنا بموافقة جماعة حسين عيديد وقبولها للتغييرات والتعديلات التي أجراها مجلس اﻹنقاذ الوطني الصومالي على إعلان القاهرة خلال دورته الثالثة المعقودة بأديس أبابا.

The meeting pledges that the National Salvation Council will continue and redouble its efforts to achieve lasting peace in Somalia and reaffirms its commitment to the principles of a peaceful democratic evolution whereby fundamental human rights will be upheld and fully respected.
ويتعهد الاجتماع بأن يواصل مجلس اﻹنقاذ الوطني جهوده وأن يضاعفها من أجل تحقيق سلام دائم في الصومال ويؤكد من جديد التزامه بمبادئ تطور سلمي وديمقراطي يجري بموجبه تعزيز حقوق اﻹنسان واحترامها احتراما كاملا.

Given that the National Salvation Council is still at the formative stage, taking into consideration the need to establish structures within the State for the purpose of restoring national sovereignty and saving Somalia from the predicament in which it finds itself, and inspired by the patriotic wishes of the people of Somalia, we have reached agreement on the following:
حيث أن مجلس اﻹنقاذ الوطني ما زال في طور التكوين، وأخذا في الاعتبار ضرورة إقامة هياكل داخل الدولة بهدف استعادة السيادة الوطنية، وﻹنقاذ الصومال من المأزق الذي يواجهها، مستلهمين الرغبات القومية لشعب الصومال، قد تعهدنا على الاتفاق على ما يلي:

The " Sodere Group " intended to hold a national reconciliation conference at Bossaso on 1 November 1997, and efforts were being made to secure the participation of Mohamed Ibrahim Egal and Hussein Mohamed Aidid, who had not joined the meeting of the 26 factions at Sodere, Ethiopia, which had formed the National Salvation Council.
٣ - اعتزمت " جماعة السوديره " عقد مؤتمر مصالحة وطنية في بوساسو في ١ تشرين الثاني/نوفمبر ١٩٩٧، وبُذلت جهود لتأمين مشاركة محمد ابراهيم إيغال وحسين محمد عيديد، اللذين لم ينضما إلى اجتماع الفصائل اﻟ ٢٦ في السوديره بإثيوبيا، والتي شكلت مجلس اﻹنقاذ الوطني.

Therefore, I ask you to please find enclosed herewith the Declaration issued on 3 January 1997 by the High-level Consultative Meeting of the Somali factions and other pertinent documents, including the copy of the opening address I made at the ceremony making the setting-up of the National Salvation Council.
ولذلك، تجدون مرفقا طي هذا اﻹعلان الذي أصدره في ٣ كانون الثاني/يناير ١٩٩٧ الاجتماع الاستشاري الرفيع المستوى للفصائل الصومالية، والوثائق اﻷخرى ذات الصلة، بما فيها نسخة من الخطاب الافتتاحي الذي ألقيته في الاحتفال بإنشاء مجلس اﻹنقاذ الوطني.

the National Salvation Council will embark on a preparatory course of action leading to the establishment of a Transitional Central Authority or Provisional Central Government of Somalia and in this connection will pursue a five (5) point programme:
وسيشرع مجلس اﻹنقاذ الوطني في مسار عمل تحضيري يفضي إلى إنشاء سلطة مركزية مؤقتة أو حكومة مركزية مؤقتة وسيسعى، في هذا الصدد، إلى الاضطلاع ببرنامج مكون من خمس )٥( نقاط هي:

On behalf of the member States of the Intergovernmental Authority on Development (IGAD) and of our Somali brothers, whose achievement is the reason for this gathering, and on my own behalf, I have great pleasure in welcoming you to this inaugural ceremony heralding the formation of the National Salvation Council by our Somali brothers, who have been engaged in an intensive consultation for more than eight weeks here in Ethiopia.
بالنيابة عن الدول اﻷعضاء في الهيئة الحكومية الدولية المعنية بالتنمية، وبالنيابة عن اﻷشقاء الصوماليين الذين كان ما حققوه من إنجازات سببا في هذا التجمع، وباﻷصالة عن نفسي، يسرني بالغ السرور أن أرحب بكم في هذا الاحتفال الافتتاحي المبشر بتشكيل مجلس اﻹنقاذ الوطني على أيدي أشقائنا الصوماليين الذين اشتركوا في مشاورات مكثفة لما يربو على ثمانية أسابيع هنا في إثيوبيا.

At the informal consultations of the whole held on 30 January 1998, the members of the Council received a briefing by the Assistant Secretary-General for Political Affairs on the situation in Somalia, the outcome of the session of the National Salvation Council held on 8 January 1998 at Addis Ababa, as well as on the activities of the United Nations Political Office for Somalia.
وفي المشاورات غير الرسمية الجامعة المعقودة في ٣٠ كانون الثاني/يناير ١٩٩٨، استمع أعضاء المجلس الى إحاطة إعلامية من اﻷمين العام المساعد للشؤون السياسية عن الحالة في الصومال، ونتائج دورة مجلس اﻹنقاذ الوطني المعقودة في ٨ كانون الثاني/يناير ١٩٩٨ في أديس أبابا، وكذلك عن أنشطة مكتب اﻷمم المتحدة السياسي للصومال.

Regarding Mr. Egal, the NSC expressed the hope that it would be able to persuade him to participate in the Bossaso Conference.
وفيما يتعلق بالسيد إيغال، أعرب مجلس اﻹنقاذ الوطني عن اﻷمل في أنه قد يمكن إقناعه بالمشاركة في مؤتمر بوساسو.

From that standpoint, the NSC urged the international community not to turn its back on Somalia.
ومن وجهة النظر هذه، حث مجلس اﻹنقاذ الوطني المجتمع الدولي على ألا يدير ظهره للصومال.
