On 29 April an official statement by the Russian Ministry of Foreign Affairs announced that developments in the zone of conflict required an increase in the strength of the CIS peacekeeping force, which would still remain below the threshold of 3,000 authorized by the CIS Council of Heads of State in August 1994.

These violations take place within sight of the Commonwealth of Independent States (CIS) and in actual practice, Russian peacekeeping forces that do nothing to suppress flagrant and mass violations of human rights, as they are mandated to do under paragraph 6, chapter 2 of the regulations approved by the CIS Council of Heads of State on the collective peacekeeping forces in the Commonwealth of Independent States.

In the light of the above, the following question arises: are the opinions and conclusions of the " Special Representative of the Ministry of Foreign Affairs of the Russian Federation " a reflection of his personal position, or is the Russian side reviewing its fundamental approaches to the settlement of the conflict in Abkhazia, Georgia, including the decision of the CIS Council of Heads of State of 19 January 1996?
وفي ضـوء ما سبق ذكره، يُـطرح السؤال التالي: هل تعكس آراء واستنتاجات " الممثل الخاص لوزارة خارجية الاتحاد الروسي " موقفـه الشخصي أم أن الجانب الروسي يعيد النظر في النُـهُـج الأساسية التي يتبعها لتسوية الصراع في أبخازيا، جورجيا، بما في ذلك القرار الذي اتخذه مجلس رؤساء دول رابطة الدول المستقلة في 19 كانون الثاني/يناير 1996؟

The Ministry of Foreign Affairs of Georgia expresses its extreme concern over the Russian Federation's withdrawal from the 19 January 1996 decision of the CIS Council of Heads of State on measures aimed at settling the conflict in Abkhazia, Georgia, on which the Ministry of Foreign Affairs of the Russian Federation sent an official note on 6 March 2008 to the Executive Committee of the Commonwealth of Independent States.

A decision on preventive deployment and sanctions shall be taken by the Council of Heads of State of CIS, which shall determine the nature and term of application of the sanctions and establish the Mandate for deployment, including the powers and composition of the CIS Collective Peace-keeping Forces (CPF) and the tasks and length of stay of such personnel from CIS member States.

At their summit meeting, on 19 September, the CIS Heads of State adopted a statement reaffirming their commitment to not support secessionist regimes and to not engage in economic operations or in official contacts with the Abkhaz side without the consent of the Georgian authorities, as set out in documents adopted by the Council of CIS Heads of State in 1995 and 1996.
