Negotiations under the auspices of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) started in 1992.

Azerbaijan itself had violated the Security Council resolutions urging all parties to pursue negotiations within the framework of the Minsk Group of the Organization for Security and Cooperation in Europe.

أود أن أقدم إليكم بيانا مشتركا أصدره اليوم رئيسا مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا بشأن التسوية السلمية لنزاع ناغورني - كاراباخ.

In particular, Armenia is concerned that the unified concept behind this initiative could be detrimental to the ongoing negotiations on the settlement of the Nagorno Karabakh conflict mediated by the Minsk Group of the Organization for Security and Cooperation in Europe.
وبصفة خاصة، يساور أرمينيا أوجه قلق إزاء أن المفهوم الموحد خلف هذه المبادرة قد يؤثر سلبا على المفاوضات الجارية بشأن تسوية صراع ناغورني كاراباخ التي تقوم مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا بالوساطة فيه.

Let me also remind the Azerbaijani representative that the framework for discussing the Nagorny Karabakh issue is the Minsk Group of the Organization for Security and Cooperation in Europe, led by its co-chairs, and not the First Committee of the General Assembly.
واسمحوا لي أيضاً أن أذكر ممثل أذربيجان بأن إطار العمل لمناقشة مسألة ناغورني كاراباخ هو مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا، برئاسة الرؤساء المشاركين، وليس اللجنة الأولى للجمعية العامة.

Indeed, it is Azerbaijan that is in violation not only of the resolutions of the Security Council, which in fact urge the concerned parties to pursue negotiations within the framework of the Minsk Group of the Organization for Security and Cooperation in Europe, as well as direct contact between them.
وفي الواقع، إن أذربيجان لا تنتهك قرارات مجلس الأمن وحدها، التي تحث فعلا الأطراف المعنية على مواصلة المفاوضات في إطار مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا، فضلا عن مباشرة الاتصال بينهما.

Moreover, it runs counter to the commitments undertaken voluntarily by Azerbaijan in the framework of the negotiation process mediated by the States serving as Co-Chairs of the Minsk Group of the Organization for Security and Cooperation in Europe, namely France, the Russian Federation and the United States of America.
وعلاوة على ذلك، فإنه يخالف الالتزامات التي تعهدت بها أذربيجان طوعاً في إطار عملية التفاوض التي توسطت فيها الدول المشاركة في رئاسة مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا، وهي الاتحاد الروسي وفرنسا والولايات المتحدة الأمريكية.

Furthermore, the inalienable right of the Nagorno Karabakh people to determine their own destiny is one of the main guiding principles of the proposals submitted at the ministerial conference in Madrid by the Co-Chairs of the Minsk Group of the Organization for Security and Cooperation in Europe towards the peaceful settlement of the conflict.

Indeed, Azerbaijan is itself in violation of those resolutions, which urge the parties concerned to pursue negotiations within the framework of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE), as well as through different contacts between them.
في الواقع، إن أذربيجان نفسها تمثل انتهاكا لتلك القرارات، التي تحث الأطراف المعنية على مواصلة المفاوضات في إطار مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا، وكذلك من خلال اتصالات شتى فيما بينها.

79. In 1999, there were some positive signs in the Nagorno-Karabakh conflict settlement process, with new initiatives by the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) and bilateral contacts between the Presidents of Armenia and Azerbaijan.
79- وفي عام 1999، ظهرت هناك بعض المؤشرات الإيجابية في عملية تسوية النـزاع المتعلق ناغورني كاراباخ، وذلك بعد أن قدمت مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا مبادرات جديدة وإثر الاتصالات الثنائية التي حصلت بين رئيسي أرمينيا وأذربيجان.

That is why we continue to negotiate actively with Azerbaijan in the framework of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) in seeking that country's recognition of the Republic of Nagorno-Karabakh, which has been de facto independent for almost two decades.
لذلك نواصل التفاوض بهمة مع أذربيجان في إطار مجموعة مينسك التابعة لمنظمة الأمن والتعاون الأوروبي، سعيا إلى الحصول على اعتراف ذلك البلد بجمهورية نغورنو - كرباخ، التي تتمتع باستقلال بحكم الأمر الواقع منذ ما يقرب من عقدين من الزمن.

3. Turkey, in line with its commitment to fully support the territorial integrity of Azerbaijan and the relevant United Nations Security Council, General Assembly and OIC resolutions, does not accord permission to any Turkish official, nongovernmental or business structures to operate any activity in the occupied territories of Azerbaijan.
وتؤيد أيضا التدابير التي تُتخذ لحل النزاعات تماشيا مع قرارات مجلس الأمن للأمم المتحدة وفي إطار مجموعة مينسك التابعة لمنظمة الأمن والتعاون في أوروبا.
