89. The phenomenon of children of unknown parentage is a worrying one. There are few accurate statistics about this phenomenon, which is most prevalent in the province of Khartoum.
89- تعتبر ظاهرة الأطفال مجهولي الأبوين من الظواهر التي تثير القلق إذ إنها تفتقر إلى الإحصاءات الدقيقة، حيث تسجل ولاية الخرطوم أعلى نسبة في حجم هذه الظاهرة.

The Act accorded priority in the acquisition of citizenship to children born of a Qatari mother, and recognized children born of unknown parents as Qatari nationals.
ويمنح القانون أولوية منح الجنسية للأطفال من أمهات قطريات، ويعترف بالأطفال مجهولي الأبوين كمواطنين قطريين.

وقد ركزت الحملة على قضايا محددة فيما يتعلق بحماية الأطفال والتي تضمنت تجنيد الأطفال، وحماية الأطفال من العنف الجنسي والعنف القائم على النوع، والحماية من التشويه، أو الموت بسبب الألغام والذخائر غير المتفجرة، والأطفال في تماس مع القانون، وحماية الفتيات من ختان الإناث والأطفال مجهولي الأبوين.

59. The national policy for addressing the issue of children of unknown parentage 2009 was prepared by a committee comprising Government bodies and some civil society organizations.
59- أُعدت السياسة القومية لمعالجة مشكلة الأطفال مجهولي الأبوين 2009 من قبل لجنة ضمت في عضويتها الجهات الحكومية وبعض منظمات المجتمع المدني.

In order to protect this category, the Child Welfare Centre was opened in 1984 to care for orphans, children of unknown parentage and children from broken families, as well as children suffering from family problems, who are transferred to the Centre for temporary care until their family problems are solved and they can return to their natural environment.
165- من أجل حماية هذه الفئة تم في عام 1984 افتتاح دار رعاية الطفولة لرعايـة الأطفال مجهولي الأبوين والأيتام وأطفال الأسر المتصدعة. بالإضافة الى الأطفال الذين يعانون من المشاكل الأسرية حيث يتم تحويلهم الى الدار لإحتضانهم بصورة مؤقتة الى ان تحل مشاكلهم الأسرية ويعودون الى بيئتهم الطبيعية.

- المؤسسة القطرية لرعاية الأيتام المنشأة عام 2003، وتهدف إلى الاهتمام بفئة الأيتام وتقديم الخدمات لهم، وإيواء الأطفال مجهولي الأبوين أو الأب وتقديم خدمات معيشية متكاملة لهم، ومتابعة أوضاع الأيتام في الأسر البديلة.

220. With regard to this topic we refer to paragraphs 134 to 139 of the initial report. Furthermore, we wish to note that the State provides for the maintenance of children of unknown parentage.
220- نحيل بهذا الصدد ما ورد بتقريرنا الأول في الفقرات من 134 حتى 139، ونشير أيضاً إلى أن الدولة تتكفل بنفقة مجهولي الأبوين وفي حال الحصول على أسرة حاضنة للطفل فتتولى الأسرة الحاضنة إيواء الطفل وتوفير نفقته اللازمة من مسكن، ومأكل وملبس وصحة وتعليم، إلخ.

352. There is a lack of precise statistics on the phenomenon of children of unknown parentage. The state of Khartoum has the highest figures (reference was made to the phenomenon in the section on family environment and alternative care).
353- تعتبر ظاهرة الأطفال مجهولي الأبوين من الظواهر التي تفتقر إلى الإحصاءات الدقيقة، وتسجل ولاية الخرطوم أعلى نسبة في حجم هذه الظاهرة. (سبق وأن تم تناول هذه الظاهرة في الجزء الخاص بالبيئة الأسرية والرعاية البديلة).

(n) Ensure all necessary safeguards, in law and practice, against possible statelessness, particularly for categories of persons who risk being perceived as nationals of the other country by both the Governments of Sudan and South Sudan, (e.g., persons of unknown parentage or mixed origin/ancestry, or from cross-border communities).
(ن) كفالة جميع الضمانات اللازمة، في القانون والممارسة، لمنع انعدام الجنسية، ولا سيما بالنسبة للأشخاص الذين قد تنظر إليهم كل من الحكومتين على أنهم من رعايا الدولة الأخرى (مثل الأشخاص مجهولي الأبوين أو مختلطي الأصول/النسب أو أفراد المجتمعات العابرة للحدود).

The State looks after children requiring alternative care through the General Department for the Welfare of Orphans, which caters for children of unknown parentage, children born out of wedlock, of whom there are very few, and children deprived of the care of one or both parents or relatives owing to death, divorce, the ill-health of the mother or any other circumstance.
وتقوم الدولة برعاية الأطفال المحتاجين للرعاية البديلة من خلال إدارة عامة لرعاية الأيتام، وتشمل هذه الرعاية الأطفال مجهولي الأبوين والأطفال الذين يولدون خارج نطاق الزوجية رغم ندرة وجودهم، والأطفال الذين يحرمون من رعاية الوالدين أو أحدهما أو الأقارب بسبب الوفاة أو الانفصال بين الزوجين أو لمرض الأم أو لأي سبب آخر.
