3. This is the main objective of the Model Protocol Additional to Safeguards Agreements which was adopted by the IAEA Board of Governors in May 1997.

We stress the need and the urgency for Iran to reach an agreement with IAEA on a structured approach, including on access to relevant sites and information and based on IAEA verification practices, to resolve all outstanding issues, particularly those relating to possible military dimensions, in accordance with the resolution adopted by the IAEA Board of Governors on 18 November 2011.
ونؤكد على ضرورة وإلحاح توصل إيران إلى اتفاق مع الوكالة بشأن نهج منظم بخصوص مواضيع منها الوصول إلى المواقع ذات الصلة والاطلاع على المعلومات ذات العلاقة وعلى أساس ممارسات الوكالة في مجال التحقق، من أجل إيجاد حل لجميع المسائل العالقة، وبخاصة تلك المتعلقة بالأبعاد العسكرية الممكنة، وفقا للقرار الذي اتخذه مجلس محافظي الوكالة في 18 تشرين الثاني/نوفمبر 2011.

We note with satisfaction that agreement has almost been reached on safety fundamentals and is awaiting approval at the December meeting of the IAEA's Board.
ونلاحظ بارتياح أنــه تــم تقريبا التوصل إلى العناصر اﻷساسية للسلامة، وهــي تنتظر الموافقة عليها في الاجتماع الــذي سيعقــده مجلــس محافظي الوكالة في كانون اﻷول/ديسمبــر.
