وتتضمن " النشرة ٢٥ " جدولا مستكملا لما تعلنه الدول الساحلية من حدود اقليمية في مختلف المناطق البحرية.

It therefore establishes a careful balance between the sovereign rights, jurisdiction and freedoms of States in various maritime zones on the one hand and their rights and duties on the other.
لذا، فإنها تُرسي توازنا دقيقا بين حقوق الدول السيادية وولايتها وحرياتها في مختلف المناطق البحرية من جهة، وبين حقوقها وواجباتها من جهة أخرى.

The Convention reflects a delicate balance among competing interests in the use of the ocean and its resources by taking a functional approach in establishing the various maritime zones and the rights and duties of States in those zones.
وتعكس الاتفاقية توازنا دقيقا بين المصالح المتنافسة في استخدام المحيطات ومواردها من خلال انتهاج نهج عملي في تحديد مختلف المناطق البحرية وحقوق وواجبات الدول في تلك المناطق.

The system does not create or affirm any new rights of States over ships beyond those already existing in international law, nor does it alter the existing legal regime applicable in the various maritime zones.
فالنظام لا ينشئ ولا يؤكد أي حقوق جديدة للدول على السفن غير الحقوق المكفولة بالفعل في القانون الدولي، كما أنه لا يغير النظام القانوني الساري في مختلف المناطق البحرية.

It sets out the legal framework within which all activities in the oceans and seas must be carried out and establishes a careful balance between the sovereign rights, jurisdiction and freedoms enjoyed by States in the various maritime zones on the one hand, and their duties and obligations on the other.
وتبين الإطار القانوني الذي يجب أن تنفذ في داخله جميع الأنشطة في المحيطات والبحار، وتقيم توازنا دقيقا بين الحقوق السيادية والولاية والحريات التي تتمتع بها كل دولة في مختلف المناطق البحرية من ناحية، وواجباتها والتزاماتها من ناحية أخرى.

145. Ships are also required by UNCLOS to observe the applicable rights of passage in the various maritime zones, as well as, where appropriate, the measures which coastal States can take in regulating maritime traffic, for example, designated sea lanes and prescribed traffic separation schemes.
145- كما تشترط اتفاقية الأمم المتحدة لقانون البحار على السفن أن تحترم حقوق المرور المطبقة في مختلف المناطق البحرية وكذلك التدابير، عند الاقتضاء، التي يمكن أن تتخذها الدول الساحلية لتنظيم حركة الملاحة البحرية مثل الممرات البحرية المحددة وخطط تقسيم المرور المفروضة.

18. Many delegations underscored that an international instrument should preserve the balance of interests, rights and obligations under existing instruments and should not affect the rights and freedoms of States in the various maritime zones.
18 - وشددت وفود عديدة على أن الصك الدولي ينبغي أن يحافظ على توازن المصالح والحقوق والالتزامات بموجب الصكوك القائمة وينبغي ألا يمس بحقوق وحريات الدول في مختلف المناطق البحرية.

35. The Convention provides for a careful balance between the rights and obligations of States in the various maritime zones, including with respect to the various uses of the oceans and seas, the management and sustainable use of marine living resources, the protection and the preservation of the marine environment and the development and transfer of marine technology.
35 - وتنص الاتفاقية على التوازن الدقيق بين حقوق الدول والتزاماتها في مختلف المناطق البحرية بما في ذلك ما يتعلق بالاستخدامات المختلفة للمحيطات والبحار، وإدارة الموارد البحرية الحيَّة والاستخدام المستدام لها وحماية البيئة البحرية والحفاظ عليها، وتطوير التكنولوجيا البحرية ونقلها.

For example, new attention is now focused by the World Trade Organization (WTO) and the World Customs Organization on the possible need to formulate special provisions as to " rules of origin " to deal with products (both living and non-living) originating or derived from the various maritime zones.
