Where no Parties are registered for any specific exemptions for a chemical listed in Annexes A or B, this would indicate the production and use of the chemical is no longer necessary.

" 1. In order to ensure that stockpiles consisting of or containing chemicals listed either in Annex A or Annex B and wastes, including products and articles upon becoming wastes, consisting of, containing or contaminated with a chemical listed in Annex A, B or C, are managed in a manner protective of human health and the environment, each Party shall:

15. Has your country developed strategies for identifying stockpiles consisting of, or containing, chemicals listed in either Annex A or Annex B to the Convention, in accordance with paragraph 1 (a) (i) of Article 6 of the Convention?

Of the 77 per cent of Parties that reported having developed the strategies mentioned in paragraphs 21 and 22 above, 36 per cent indicated that they had identified stockpiles consisting of or containing chemicals listed in Annex A or Annex B as a result of those strategies.

Article 4 of the Stockholm Convention establishes a register for the purpose of identifying the Parties that have specific exemptions listed in Annex A or Annex B of the Convention.
1 - تنص المادة 4 من اتفاقية استكهولم على إنشاء سجل لتحديد الأطراف التي لديها إعفاءات محدّدة مدرجة في المرفق ألف أو المرفق باء من الاتفاقية.

1. The extension of a specific exemption for production of a chemical listed in Annex A or Annex B of the Convention may be granted by the Conference of the Parties to a State Party which requests such an extension pursuant to paragraphs 6 and 7 of Article 4 of the Convention if the following conditions have been met:
1 - قد يمنح مؤتمر الأطراف تمديداً لإعفاء محدد لإنتاج مادة كيميائية مدرجة في المرفق ألف أو المرفق باء للاتفاقية إلى دولة طرف تطلب تمديداً كهذا عملاً بالفقرتين 6 و7 من المادة 4 من الاتفاقية وذلك إذا ما استوفيت الشروط التالية:

The extension of a specific exemption for use of a chemical listed in Annex A or Annex B of the Convention may be granted by the Conference of the Parties to a State Party which requests such an extension of use pursuant to paragraphs 6 and 7 of Article 4 of the Convention if the following conditions have been met:

16. Has your country identified stockpiles consisting of, or containing, chemicals listed in Annex A or Annex B to the Convention, in accordance with paragraph 1 (b) of Article 6 of the Convention?

" 1. A Register is hereby established for the purpose of identifying the Parties that have specific exemptions listed in Annex A or Annex B. It shall not identify Parties that make use of the provisions in Annex A or Annex B that may be exercised by all Parties. The Register shall be maintained by the Secretariat and shall be available to the public.
" 1 - يُنشأ هذا السجل لغرض تحديد الأطراف التي لها إعفاءات خاصة مدرجة في المرفق ألف أو المرفق باء. ولا يحدد الأطراف التي تستخدم الأحكام في المرفق ألف أو المرفق باء التي يجوز أن تمارسها كل الأطراف.(1) وتحتفظ الأمانة بهذا السجل ويكون متاحاً للجمهور.

National reports currently include information on measures taken and quantities of a substance listed in Annexes A or B that is manufactured, used, imported or exported.
16 - تتضمن التقارير الوطنية حالياً معلومات عن التدابير المتخذة والكميات من أية مادة مدرجة في المرفق ألف أو المرفق باء مصنوعة أو مستعملة أو مستوردة أو مصدَّرة.
