" Consuming member " means any country listed in Annex B which becomes a party to this Agreement, or any country not so listed which becomes a party to this Agreement and which the Council, with the consent of that country, declares to be a consuming member;

However, the ceiling on net acquisitions can be increased to the extent that a Party included in Annex B achieves emission reductions larger than the relevant ceiling in the commitment period through domestic action undertaken after 1993, if demonstrated by the Party in a verifiable manner and subject to the expert review process to be developed under Article 8.

Option 3: Access to Article 17 by a Party included in Annex B is contingent on satisfaction of prescribed domestic effort in fulfilment of commitments under Article 3.
الخيار 3: يكون لجوء طرف ما مدرج في المرفق باء إلى المادة 17 رهناً بتلبية جهد محلي محدد للوفاء بالالتزامات بموجب المادة 3.

Only the excess limitation and reduction of emissions by a Party included in Annex B, resulting in the prevention of a part of its assigned amount of emissions, and nothing else, can be transferred and acquired under Article 17.

A Party included in Annex B may [participate in emissions trading under Article 17] [transfer and acquire parts of assigned amount] if it:
1- لأي طرف مدرج في المرفق باء أن [يشترك في الاتجار في الانبعاثات بموجب المادة 17] [ينقل ويحتاز أجزاء من الكمية المخصصة] في الحالات التالية:

A Party included in Annex B may continue to participate in emissions trading under Article 17, unless and until the Compliance Committee has found that it has not met one or more of the requirements in paragraph 1 above.
4- يجوز لطرف مدرج في المرفق باء أن يواصل الاشتراك في الاتجار في الانبعاثات وفقاً للمادة 17 ما لم، وإلى أن، تجد لجنة الامتثال أنه لم يف بشرط أو أكثر من الشروط الواردة في الفقرة 1 أعلاه.

" Party included in Annex B " means a Party included in Annex B to the Protocol;

[Each national registry of a Party included in Annex B shall contain a dedicated account for the certified excess [AAUs] [PAAs] held by that Party.
9- [يشمل كل سجل وطني لأي طرف مدرج في المرفق باء حساباً مخصصاً للزيادات المعتمدة من [وحدات الكميات المسندة] [أجزاء الكميات المسندة] التي يحتازها هذا الطرف.

The portion of the assigned amount placed in the commitment period reserve for each Party included in Annex B shall equal its projected emissions for 2008-2012 and shall not be used or traded.
وتكون نسبة الكمية المسندة المودعة في إحتياطي فترة الإلتزام لكل طرف مدرج في المرفق باء معادلة لإنبعاثاته المسقطة للفترة 2008-2012 ولا يجوز إستخدامها أو الإتجار بها.

[Each Party included in Annex B shall have one dedicated account for its excess assigned amount within its national registry for each commitment period.
11- [يكون لكل طرف مدرج في المرفق باء حساب واحد لكميته المخصصة الزائدة يدرج ضمن سجله الوطني بالنسبة لكل فترة من فترات الالتزام.

A Party included in Annex B that meets the requirements set out in decision 11/CMP.1, annex, paragraph 2, may participate in emissions trading for the purposes of fulfilling its commitments under Article 3, subject to paragraph [XX].
