261. Intentionally directing attacks against the civilian population as such, or against civilians not taking a direct part in hostilities, is a serious violation of international humanitarian law and amounts to a war crime.
261 - والهجمات الموجهة عمدا ضد السكان المدنيين بصفتهم هذه، أو ضد أفراد مدنيين لا يشاركون مباشرة في الأعمال الحربية، يعد انتهاكا خطيرا للقانون الإنساني الدولي ويرقى إلى مرتبة جرائم الحرب().

That such conduct constitutes a war crime is confirmed by Article 8 of the Rome Statute which includes as a war crime " intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities " .
ووصف مثل هذه التصرفات بأنها تشكل جريمة حرب أمر تؤكده المادة 8 من نظام روما الأساسي التي تصنف ضمن جرائم الحرب " تعمد توجيه هجمات ضد السكان المدنيين بصفتهم هذه أو ضد أفراد مدنيين لا يشاركون مباشرة في الأعمال الحربية " ().
